Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the White House Communications Agency. Responsibilities Provides direct management as supervisor within the Command's Visual Information Joint Force Development Division for five work centers of the White House Communications Agency. Serves as the Senior Audiovisual Director and Teleprompter Operator for the Command in direct support for the President, Vice President, and Senior Administration Officials during world travel and White House Complex events. Manages all phases of Presidential visual information and audiovisual productions, broadcasts, and archival reproduction and quality assurance in electronic news gathering (ENG) and photographic support. Maintains and regularly accounts for DOD inventoried property. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience leading a team of telecommunications, information technology, and audiovisual specialists in performing the technical and administrative functions of their positions; AND overseeing the work of contractors. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for the qualifying experience at the GG-14 grade level. Additional Information If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. In accordance with DoD Instruction 5210.87, Selection of DoD Military and Civilian Personnel and Contractor Employees for Assignment to Presidential Support Activities (PSAs), the incumbent must be cleared for Category Two Presidential Support Duty based on a "Yankee White" Single Scope Background Investigation (SSBI). Access to classified information is a condition of employment, which is determined by DISA Security, and that employees need eligibility to have a security clearance, which is determined by central adjudication facilities. If incumbent's access to classified information has been suspended by DISA Security, the employee is unable to have access to the Agency's facilities and computer systems, and, when an employee's access to classified information has been suspended by DISA Security, the employee is unable to perform the duties of their positions, even in telework status. In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months and any future Cybersecurity Workforce qualification/credentialing requirements as defined by the DoD8140 policy series for the position's required CYBER Work Role(s). The incumbent may temporarily perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision unless the qualification requirement is waived by an OSD or DoD Component head. If the qualifications are not met or observation is not feasible, then the individual must be reassigned to other duties consistent with applicable law. Telework availability will be based upon the mission requirements and supervisory determination. The Tax Cuts and Jobs Act of 2017 makes certain reimbursements/payments taxable. Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
