This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.
This position is part of a team of System Support Agents, which provide technical support, problem resolution, and instruction for MHCP systems to Minnesota Health Care Processing Entities (MHCPE), DHS staff, and other stakeholders.
Responsibilities include:
+ Provide critical support, assistance, and instructions to MHCP system users about identified MHCP system problems.
+ Act as the expert contact for MHCP system users and other stakeholders to resolve or appropriately escalate MHCP system problems by responding to calls, tickets, emails, and other communication.
+ Perform complex, in-depth analysis and diagnosis and implement approved solutions for MHCP user system defects, procedures, work arounds, and policy applications.
+ Act on a variety of requests received from MHCP workers, MNIT BAs, FOD staff, and other stakeholders related to MHCP financials.
+ Act as an expert for MHCP computer systems to perform formal preproduction system testing and participate in projects.
+ Other duties as assigned.
Minnesota Health Care Programs (MHCP). MHCP encompasses a wide array of programs such as Medical Assistance (MA), including MA for Long Term Care (LTC), MA for Families and Adults without Children, MA for Breast and Cervical Cancer, etc.; MinnesotaCare; Advance Premium Tax Credit (APTC) and Qualified Health Plans (QHP); Minnesota Family Planning Program (MFPP); Hospital Presumptive Eligibility (HPE); Deferred Action for Childhood Arrivals (DACA); and Medicare Saving Programs, etc.

Minimum Qualifications
Minimum Qualifications for Human Services Program Representative 1:
Two (2) years of health care program eligibility with advance experience as a team lead or system support specialist
OR
Four (4) years of health care program eligibility experience.
_*** Bachelor’s degree or higher in health care administration, business administration or related field may substitute for one (1) year of experience_
_ADDITIONALLY:_
_***Experience must demonstrate:_
+ _Experience with policy and the federal and state laws and regulations governing Minnesota Health Care Programs and policies, clientele, application processes, eligibility criteria and enrollment operations._
+ _Experience researching, analyzing information and solving problems in order to make independent decisions_
+ _Working in eligibility and financial technology systems (such as METS, MAXIS, MMIS)_
Minimum Qualifications for Human Services Program Specialist 2:
Three (3) years of health care program eligibility experience.
+ Experience with eligibility and financial technology systems (such as METS, MAXIS, MMIS)
+ Experience reading, interpreting and implementing policies and procedures.
_*** Bachelor’s degree or higher in health care administration, business administration or related field may substitute for one (1) year of experience***_
Preferred Qualifications
+ Ability to communicate clearly in writing and orally; to present complex information to users in a comprehensive style; and to translate technical and system information for non-technical customer
+ Experience working with the Minnesota Eligibility Technology System (METS)
+ Experience working with MMIS
+ Experience working with MAXIS
+ Experience with system procedure manuals (such as ONEsource, MMIS user manual, etc)
+ Experience handling multiple priorities in an efficient and effective manner.
+ Experience monitoring and analyzing complex data.
+ Demonstrated ability to work in a team setting
+ Demonstrated dependability and ability to meet deadlines
+ Proven customer service skills
+ Variety of experiences working effectively with others from different backgrounds and cultures
