The primary purpose of this position is to serve as the Component MAJCOM Emergency Management (EM) Specialist, providing policy and guidance, program evaluation, resource allocation, planning, programming and budgeting and direct support for MAJCOM Emergency Management programs. Ensures effective prevention, protection, mitigation, response, and recovery operations. Responsibilities Manages Component Command Emergency Management (EM) Program Policy and Guidance. Manages Command Emergency Management (EM) Program Performance Evaluation. Coordinates and synchronizes AMC Engineer warfighting functions in all plans and orders. CBRN/EM Program Analyst; Policy, Programming and Resource Management. Executes and evaluates Command's EM Program, Planning and Response. Represents the organization at executive levels within the Government and to contractor/industry representatives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0089, Emergency Management Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD Acquisition Systems to include Defense Medical Logistics Standard Support (DMLSS) system, the Joint Medical Asset Repository (JMAR), and the Medical Readiness Decision Support System (MRDSS). Knowledge of CBRN agent and Toxic Industrial Chemical/Material characteristics, properties, and toxicology; knowledge of DoD and AF CBRN and EM strategy, doctrine, principles, policies, and operational concepts. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, Planning, Programming, Budgeting and Execution, exercise, acquisition, and similar activities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. High-level knowledge of a wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, technical orders; National Disaster Recovery Framework (NDRF), lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized EM and CBRN equipment. 2. Extensive Knowledge of Air Force EM programs; sound business practices; management Headquarters responsibilities; performance and process improvement principles; and knowledge of the Federal Planning, Programming and Budgetary System (PPBS). 3. Ability to analyze, plan, and adjust work operations of organizational segments to meet program requirements and objectives within available resources. Directs the functions while mentoring, motivating, and appraising the staff of the organization. Ability to plan and organize work and coordinate the work of others and maintain good working relations. 4. Ability to develop and implement organizational vision that integrates program goals, priorities, values, and other factors. Ability to validate, acquire and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission. 5. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and develop conclusions and recommend solutions based on justifiable facts and evidence. 6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
