The Statewide Leasing and Property Transfer department conducts real estate transactions (leasing, acquisition, and disposition of property) on behalf of the State of Connecticut, providing services to various state agencies.

Position Details:
+ Full-time, 35 hours/week
+ Monday - Friday
+ Hybrid Work Opportunity (On-site/Remote)
+ Location: 450 Columbus Blvd, Hartford, CT
The Role:
The Property Agent 2 will work within the Statewide Leasing and Property Transfer department.
Duties include but are not limited to:
+ Researching real estate market values and building out costs
+ Resolve conflicts between lessors and the state
+ Prepare notices and documentation of code violations to lessor/agency in compliance with state statutes and lease requirements
+ Work with in-house attorneys concerning drafting legal documents (leases, holdover agreements, consent to assignment agreements, subordination, non-disturbance, attornment letters, purchase and sale agreements, residential lease-outs, etc.)
+ Negotiate lease agreements for client state agencies and related research
+ Conduct site inspections and title searches
+ May negotiate easements, and other agreements relating to land acquisition and disposition

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency having a real property appraisal and acquisition and/or commercial leasing function this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical phases of property appraisal, acquisition, relocation, leasing, sale or revenues management.
EXAMPLES OF DUTIES
WORKING LEAD LEVEL
+ As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work;
+ Provides staff training and assistance;
+ Conducts or assists in conducting performance evaluations;
+ Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit office policies and standards;
+ Prepares reports and correspondence;
+ Performs related duties as required.
ADVANCED WORKING LEVEL
+ Leads or participates in field investigations and negotiations necessary for purchase, lease or tenant occupancy of land, buildings, other improvements, easement rights or revenue development;
+ Prepares commercial leases, agreements, deeds and related documents;
+ Oversees relocation activities and makes suggestions as to appropriate courses of action;
+ Prepares appraisals of real property to be acquired, sold or leased;
+ Prepares cost estimates, title searches, deeds and condemnation documents;
+ Inspects designated properties to determine scope of projects and areas to be affected;
+ Testifies in court in condemnation proceedings to sustain values recommended;
+ Recommends alterations where such changes will result in a more reasonable award to property owners;
+ Supervises disposal of excess properties through transfer to other state agencies or formal or informal bids to the public;
+ Monitors tenant compliance with lease agreements;
+ Establishes and maintains liaison with engineers, engineering consultants, municipal agencies and other state agencies in connection with property appraisal and acquisition activities;
+ May review appraisals submitted by staff or fee appraisals for conformance to proper valuation techniques;
+ May be assigned special projects;
+ May supervise rental and leasing of state-owned properties;
+ May develop and manage specific properties or leases to enhance revenue production;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of methods and practices of land acquisition by purchase or condemnation;
+ Knowledge of
+ real estate appraisal;
+ relevant state and federal laws, statutes and regulations concerning relocation of displaced property owners and tenants, public utility location and relocation as they affect rights of way processes, property and commercial leases, service contracts, space rental agreements, tenant and leaseholder rights;
+ effect on property values of deed restrictions, zoning ordinances, setbacks, assessments and encroachments;
+ property management including lease negotiation, needs assessment, proposal analysis and revenue enhancement;
+ Considerable
+ interpersonal skills;
+ oral and written communications skills;
+ Ability to utilize computer software;
+ Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of technical experience in rights of way, real estate appraisal, land acquisition, sale of real property, commercial leasing or property management.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience working in the real estate industry
+ Experience working with commercial real estat e
SPECIAL REQUIREMENTS
+ Incumbents in this class involved with the appraisal of real property must successfully complete agency-specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a Residential and/or General appraiser certification as required by the position.
+ Incumbents in this class may be required to travel.
+ Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
