Under general direction, the 1053 IS Business Analyst - Senior is responsible for managing technical projects across inter-departmental lines that are central to the operations of the Airport.
You are excited about this opportunity because you will:
+ Manage multiple technical projects simultaneously by developing and maintaining project plans based on all phases: Initiation, Planning, Execution & Project Closeout. Ensuring on-time delivery, product quality, and budget.
+ Work with the business and Information Technology and Telecommunications (ITT) on understanding, gathering and developing business and technical requirements based on business needs, business rules, workflow evaluation and technology options.
+ Set expectations with customers and project team members; understand and respond to the needs of the customer/user at all levels, assure proper planning and documentation of systems to meet user requirements.
+ Identify opportunities for improving service and business processes.
+ Manage project scope, risk, budget, schedule, resources, communications, info security, integration, procurement and quality of outcome by determining allocation of resources and installation schedules and overseeing all phases of project management and implementation.
+ Serve as a primary business liaison between ITT, stakeholders and project sponsors.
+ Monitor progress to ensure timely completion and communicate status to all key stakeholders regularly per Communication Plan, including notification to affected parties with potential schedule delays.
+ Perform risk assessment and develop and update risk register regularly to identify, assess and mitigate all key project risks.
+ Respond quickly and proactively to resolve problem situations and escalate issues as needed and required. Coordinate vendor support for the technical and administrative resolution of problems.
+ Prepare and maintain regular status reports, budget cost estimates and updates, feasibility studies and project implementation proposals, documents and schedules, etc.
+ Conduct, attend and/or coordinate project team and user meetings.
+ Establish a budget plan/worksheet for each project, ensuring project stays within budget by managing expenses against budget and updating the budget plan regularly.
+ Develop appropriate IT business relationships with key stakeholders and Airport departments.
+ Ensure turnover and support documentation is developed, implemented and managed through the life of the project.
+ Perform other functions outlined in the 1053 IS Business Analyst-Senior.
Minimum Qualifications:
Education: An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Experience: Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Additional Requirement - Physical Requirements: In addition to meeting the minimum qualifications, this position requires sufficient strength and coordination of lifting, pushing, pulling and/or carrying the 35 lbs. weight of computer systems equipment. It also requires bending, stooping and/or crawling in order to install or repair computer systems hardware (TST029).
The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification.
One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
+ 5 years of recent and verifiable experience planning, configuring and implementing networks, enterprise systems or technology infrastructure.
+ Bachelor’s degree in computer science.
+ 3 years of experience soliciting and documenting business and technical requirements.
+ 3 years of experience in technical and planning documentation creation.
+ 3 years of experience in network analysis and configuration.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Supplemental Questionnaire Evaluation (Weight: 100%)
Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.
A passing score on the Supplemental Questionnaire must be achieved in order to be placed/ranked on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score.
Note: Only those applicants meeting the minimum qualifications will be notified of the exact date, time and/or place for the examinations. Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.
Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Seven (7). The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
