Summary This position is in the Defense Commissary Agency (DeCA) Supply Chain Directorate. This position serves as a senior management analyst responsible for analyzing operational data related to supply chain operations to include operating cost; maintaining and developing operational metrics, and ensuring projects/tasks are maintained within the logistics planner. Responsibilities The selectee for this position will be expected to perform the following duties: Analyze data across the supply chain directorate and collaborate with the logistics team to identify operational strengths and weaknesses and make recommendations to the senior leadership team. Develop and maintain operational metrics to include labor productivity, cost control metrics, and other metrics to support daily supply chain operations. Assess trend analysis to support forecasting models for products, transportation cost, and other forecasting models within DeCA's supply chain. Define clear operational analysis using Microsoft Power BI and other statistical analysis programs. Work closely with other staff members to ensure current and future metrics are integrated within an operational data dashboard. Support the Agency budgetary cycle process and work closely with the Director on cost containment goals. Track all operating costs and assist agency financial managers in the interpretive analysis of operating cost related to DeCA supply chain operations. Produce operational performance reports at cascading organizational levels that displays a variety of interrelated statistics used to isolate operational processes and functions as well as enhance operations throughout the Directorate. Identify the best communication methods using SharePoint, OneNote, and other software programs. Maintain full control of the logistics SharePoint site and directorate content controls within OneNet. Write and/or orally present analytical material covering the broad scope of Directorate activities to all levels of DeCA staff. Read the entire announcement before starting the application process. Requirements Conditions of Employment Qualifications You must meet the Office of Personnel Management (OPM) qualifications for the 0343 series and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience equivalent to at least GS-12 level. Experience can be under other Federal service pay systems, private sector, or military. Specialized experience is defined as: Research and develop methods to improve the Supply Chain. Assess trend analysis to support forecasting models for products, transportation cost, and other forecasting models within the supply chain. Support the budgetary cycle process in relation to cost containment goals. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
