Position Description
The Waste Services Administrator is responsible for directing, managing, and performing a variety of comprehensive and technical administrative activities which include providing leadership and technical expertise, short- and long-range planning, and project management efforts within Waste Services. This position oversees the work of other technical personnel and serves as a project manager with contractors on Metro projects. The position will be responsible for ensuring regulatory administration, compliance, optimizing operational workflows, coordinating emergency response efforts, and leading cross-functional project management from planning through completion. The position requires a skilled leader with excellent organizational skills, and the ability to work collaboratively across departments and with external vendors.
Waste Services is responsible for weekly curbside waste and every other week curbside recycling collection for over 151,000 customers in the urban services district as well as collection of over 200 public litter baskets in the downtown Nashville corridor. The department also operates four convenience centers where residents of Davidson County can bring waste, recycling, bulk items, food waste, household hazardous waste, and other items for recycling or disposal and eight recycling drop-off locations available to residents who do not qualify for curbside recycling collection.
Waste Services currently employs staff members working in collection, administration, customer service, education, landfill engineering, development review, and outreach.
Typical Duties
+ Develops request for proposals, vehicle and other equipment specifications to ensure that the department has the appropriate tools and resources necessary in the delivery of services.
+ Performs project management work managing capital projects, overseeing contractors to ensure projects are completed on time and within budget based on the scope of services.
+ May supervise support and/or professional staff, assigning work, providing training, and evaluating performance.
+ Reviews and prioritizes service requests, assigning appropriate resources and monitoring project timelines.
+ Coordinates vehicle and equipment repairs, preventative maintenance, and parts inventory with the Office of Fleet Management (OFM).
+ Collaborates with other Metro departments and State agencies on projects, service delivery, and emergency planning.
+ Supervises and coordinates the activities of contractors pertaining to capital improvements and project management.
+ Trains employees in the use of specialty equipment.
+ Coordinates with other departments and State agencies on matters relating to departmental services & programs.
+ Has Thorough knowledge of the methods, materials, supplies and techniques used in heavy and light duty vehicle maintenance.
+ Serves as Departmental fleet coordinator, liaison to OFM.
+ Inspects field projects and completed work assignments of subordinates to ensure deadlines and expected standards are met.
+ Serves as Emergency services coordinator and departmental representative at Emergency Operations Center (EOC) during emergency activations.
+ Oversees all departmental facilities and maintenance.
+ Establishes and maintains processes for managing scope during project lifecycle, setting quality and performance standards and assessing risks.
Minimum Qualifications
High School Diploma or equivalent supplemented by job related technical education as described in the position announcement and twelve (12) years of experience in transportation logistics including five (5) years of increasingly responsible supervisory/lead experience and/or construction project management experience
OR
Associate’s Degree in a related field with eight (8) years of experience in transportation logistcs including three (3) years of increasingly responsible supervisory/lead experience and/or construction project management experience.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
