    Position Summary

    The current vacancy is in the Finance department.

     

    The Deputy Director of Finance is a senior member of the Finance Department leadership team, reporting to the Chief Financial Officer (CFO), and responsible for leading, supervising and managing the financial functions of the Budgeting and Financial Management Analysis division.

     

    This position provides financial management to advance the county's vision, mission, goals, core values and strategic priorities (https://www.ramseycounty.us/your-government/projects-initiatives/strategic-priorities-vibrant-community) . Responsibilities include leading, managing and supervising daily operations of the Budget division in the Finance Department to inform, lead and improve the operating and capital budget processes and implementation; develop and implement budget policies, procedures and best practices; oversee the preparation of the biennial budget including being part of the core budget decision making team; manage County budgets in partnership with each service team; oversee and manage the daily operations of the County grants team; serve as acting CFO in the CFO's absence, with all delegated authorities of the Chief Financial Officer; and perform related duties as assigned.

    + Promote a diverse, culturally competent, and respectful workplace.

    + Direct division activities to assign and review work, answer questions, and serve as a backup when necessary to meet deadlines. Perform duties including hiring, performance development, staff evaluation, discipline, and succession planning so that qualified employees are efficiently performing well-defined tasks.

    + Direct, plan, organize, schedule, and coordinate the countywide operating and capital budget preparation and adoption cycle to comply with state statutes; develop and implement processes, forms, instructions, requirements, and guidelines according to recommended best budgeting practices; forecast multi-year fiscal requirements and recommend budget, financing, and tax levy options to the CFO and County Manager; review department budget requests and materials; participate in budget meetings with service teams and departments, the County Manager, and County Board; prepare the County Manager’s Proposed Budget, budget addenda, requests for Board action, draft Board resolutions and approved budget for presentation to the County Board; design and publish budget documents and prepare and submit various required certifications and reports to the County Auditor and state agencies.

    + Working with the Division Directors of Finance, write, disseminate, and direct the implementation of budget and financial management policies and procedures. Advise service teams and departments on financial management practices; evaluate and report financial condition; recommend budget and financial management strategies to maintain or improve financial condition; forecast multi-year revenue and expenditures; monitor and report economic conditions and demographic trends affecting county finances; analyze fiscal impact of proposed legislation; analyze property tax impact of levies and determine levy limits when applicable; research alternative revenue sources; review department outcomes and performance measures; provide long-range financial planning recommendations to the CFO and County Manager.

    + Administer the budget and manage the budget module of the enterprise resource planning (ERP) financial accounting system in compliance with county policy; direct, advise, guide, and assist service teams and departments in managing their budgets in compliance with policy, procedure, and legal requirements; suggest alternative solutions to department budget issues and concerns; approve budget adjustments within County policy; monitor, evaluate, and project actual performance against budget; report material variations and recommend financial management changes or budget adjustments requiring Board approval to the CFO.

    + Coordinate, facilitate, and provide staff support to the County Board Budget Committee of the Whole, finance-related board workshops, Capital Improvement Program Advisory Committee, and ad-hoc work groups.

    + Manage the Finance Professionals Career Fellowship Program and related staff, including coaching and mentorship.

    + Serve as a lead with the Service Team Controller’s including participating in regular meetings and assisting with coordination of the group across the County.

    + Serve as the principal department liaison for finance-related issues that affect service teams, county departments and other government agencies. Develop, plan and implement outreach efforts to inform and garner compliance by affected service teams, departments and organizations.

    + Direct division activities to assign and review work, answer questions, and serve as a backup when necessary to meet deadlines. Perform duties including hiring, performance development, staff evaluation, discipline, and succession planning so that qualified employees are efficiently performing well-defined tasks.

    + Assist the CFO in management of the department and identify operational problems, issues, and obstacles regarding finance services based on data, internal audit reports, and input from service teams and operating departments. Serve as acting CFO in the CFO's absence with all delegated authorities of the CFO.

    + Manage special projects as assigned by the CFO.

    Minimum Qualifications

    Education: Bachelor's Degree in Accounting, Business Administration, Economics, Finance, Public Policy, Public Administration, or equivalent.

     

    Experience: Six years of professional experience in budget administration, financial administration, accounting administration, or audit; at least three of which must have been in a supervisory or managerial capacity.

     

    Substitution: Equivalent combination of education and related experience.

     

    Certifications/Licensure: None.

     

    Exam/Screening Process Information

     

    This is a classified, managerial position that is exempt from the examination and certification requirements. Classified positions, so designated, shall be filled by means of an open application and screening process as stated in section 383A.288 Subd. 6 and the provisions of section 383A.289 of the Personnel Act.
