    About this Job:

    The Audit Supervisor works closely with the Audit Manager and the Audit Director to manage the day-to-day operations of the Audit and Quality Control Section, which primarily performs external audits and reviews for various DOTD Section and Districts and monitors or reviews certain internal processes or functions to assist the DOTD Internal Auditor with its Annual Plan and Risk assessment. The Auditor Supervisor helps the Auditor Manager in directing the audit activities of the Section by managing Contract Audits (Interim and Post Consultant Audits), Utility Agreements, Utility Relocation Assistance Funding Requests (URAF), Railroad Agreements, Indirect Cost Rate Audits and Reviews, Consultant Labor Rate Submittals, Petty Cash Audits, Super Circular (A133) Financial Monitoring, Consumable Inventory Audits and Reviews, as well as special projects.

    Minimum Qualifications

    Six years of experience in accounting or auditing; OR

     

    Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR

     

    A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR

    A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus three years of experience in accounting or auditing; OR

    A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation plus three years of experience in accounting or auditing; OR

     

    An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus two years of experience in accounting or auditing; OR

     

    A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus one year of experience in accounting or auditing.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Conducts a review of audit reports and workpapaers of lower audit staff to ascertain that the audit plan and the audit program were fulfilled and that there is documentation in the workpapers of findings and audit procedures used; assures that all information reported is accurate and complies with federal, State, and Department rules, regulations, and guidelines; designs reports and exhibits to display audit results and findings for presentation to DOTD Management, FHWA, and others.

    + Responsible for assigning, planning, managing, and directing the work of audit staff. Manages and supervises lower level staff in the performance of their assignments. Provides guidance and technical expertise to keep these assignments progressing towards completion.

    + Conducts audits of various entities, and performs internal departmental reviews that may be requested by management, program administrators, FHWA, and others. Researches all files and records on entity being audited to establish history of findings.

    + Retrieves and manages data in Audit workflow and data system to monitor progress and completion of audits. Monitors update of data in computer to keep information current. Monitors and assists with the electronic archiving of audit report and workpapaers.

    + Participates in conferences, conventions, and training events to keep abreast of current auditing techniques, procedures, and standards. Also, take classes required under the DOTD Leadership Program (PPM 59). As a representative of DOTD, the incumbent may be appointed to serve on local, state, or national boards and commissions.
