Summary: Responsible for management and coordination of all operations of the Individual System of Care in MetroWest including emergency shelter, housing, outreach and young adult programming. Provide leadership and supervision to coordinate, monitor and enhance the SMOC single adult continuum in the region, ensuring contract compliance, achievement of program and agency goals, quality service delivery, optimum staffing, and integration and partnership with our SMOC programs and external providers in support of the individuals we serve. Responsibilities also include oversite of the Framingham Community Center and acting as a primary liaison with key community stakeholders including the police, elected officials, and partner agencies.

Primary Responsibilities:
+ Serve as a member of the Senior Leadership Team in the Regional Services Division.
+ Direct and oversee the daily operations of the Common Ground Resource Center which includes emergency shelter, housing, financial assistance, and support services programs.
+ Ensure regular schedule of case coordination meetings to ensure full review and appropriate placement or diversion for all referrals.
+ Facilitate weekly case management meetings to ensure appropriate assessments and service plans are developed and followed for each client.
+ Review and monitor the collection of all data and analysis for designated programs to ensure timely and accurate data entry and progress in meeting contract and agency goals.
+ In coordination with the Individual Services Senior Leadership Team, develop, implement and oversee a system of operating policies and procedures for housing and shelter programs. Assist in developing strategies for enhancing division operations.
+ Keep abreast of community resources; seek out new resources to meet program gaps.
+ Assist in the completion of written reports including Healthcare Foundation, United Way, HUD, DTA, DPH, etc.
+ Participate in the development of a strategic review and plan for the Community Center to include existing and new programming and partnerships.
+ Approve accounts payable and other component expenses.
+ In partnership with Resource Development participate in proposal responses including research, data analysis, and writing.
+ Act as a community liaison with key stakeholders and partners including the Framingham Police, elected officials, the HUB program, etc..
+ Identify training needs for managers and direct care staff and partner with HR and other Managing Directors to ensure robust and regular training.
+ Manage the operational and fiscal activities of the component to include: staffing levels, budgets, and financial goals.
+ Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management . Complete required paperwork in accordance with company policy.
+ Engage all clients by understanding and addressing their needs whether within or outside the scope of the specialty.
+ Attend and participate in engagement team meetings, follow up with client services plans and communicate effectively with clients and staff in other specialty areas.
+ Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies and procedures.
+ Other duties as assigned.
Knowledge and Skill Requirements:
+ Bachelor's degree in related field or equivalent work experience.
+ Minimum 4 years supervisory experience.
+ Excellent computer skills including intermediate to advanced proficiency in Word, Excel and PowerPoint.
+ Proven organizational skills and strong written and verbal communication skills .
+ Prior work with homeless population required.
Organizational Relationship:
+ Directly reports to the Chief Program Officer.
+ Direct reports of this position are I ndividual Shelter Manager, Clinical Manager, YYA Director, Re-entry/Outreach, Housing Support Programs Manager, FCC Director, Employment Services Manager.
+ Indirect reports of this position are N/A.
Physical Requirement : Must be able to sit for a prolonged period. Must be able to operate a computer and complete extensive paperwork.
Working Conditions: On-call responsibilities for consultation with program managers. Some travel required . As part of the responsibilities of this position, the Managing Director - MetroWest Community Support Services will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services.
Remote Work Option: Remote work is permissible in some positions at SMOC depending on the key functions and responsibilities. The Managing Director, Community Support Services position is eligible to work from home 0-20% of the week in scheduling coordination with the department manager.
