    Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Supply Systems Analyst, Position Description D0888P01 and is part of the Georgia Army National Guard located in Fort Stewart, Georgia. This is a full-time, Excepted Permanent position which requires Georgia Army National Guard Membership. Area of Consideration: Open to current members of the Georgia Army National Guard. Responsibilities As a Supply Systems Analyst, GS-2003-11, you will: Review, analyze, and interpret logistical directives and procedural instructions, to include internal controls from higher authority, and recommend local policy and procedures for the Division. Recommend substantial changes in technical, operational, and clerical procedures as appropriate. Perform extensive research, comprehensive analysis, and apply sound judgment in recommending resolution to major logistical problems, changing local policy, or assigning responsibility for projects to subordinate branches. Coordinate the activities of the Division with other functional area managers to correct problems, evaluate readiness, or perform complex logistical studies. Review results of property book validations, and external evaluations to determine systemic problems. Develop and recommend corrective action to systemic problems. Coordinate with the National Inventory Control Points (NICP), National Guard Bureau (NGB), Department of the Army (DA), Department of Defense (DOD), etc., to ensure effective and efficient support to the State. Provide functional analysis of automated support requirements. Investigate and analyze a variety of supply problems, questions, or conditions related to fielded automated logistic systems. Recommend Engineering Change Proposals (ECPs) to modify, change, or enhance applicable logistics programs in Standard Army Management Information Systems (STAMIS). Participate in ensuring automated logistical systems adequately support logistical functional requirements to manage the supply support activity. Provide functional requirements to the Director of Information Management (DOIM). Be responsible for coordination, implementation, and evaluation of the Division's responsibilities in the Army's Management Control Program, to include internally supplemented controls. Keep supervisor advised on current status of management control issues within the Division. Provide recommendations on material weaknesses corrections. Assist subordinate branches within the Division in establishing local procedures. Review logistical reports and recommend action to ensure overall effectiveness. Advise on available sources of personnel, funds, and facilities for the operation of the Supply and Services Division. Analyze logistical functions for potential improvement and recommend action to correct deficiencies. Monitor follow-up action on audits, evaluations, and inspection reports. Evaluate the effect of new supply and services programs on funding requirements and develop or participate in the development of justification for budget submission/modification. Assist in the preparation of the State Operating Budget SOB) and financial programs in the Division. Review all funding documents such as MIPRs, MILSTRIP, etc., to determine adequacy of program support. Coordinate with Division program managers on funding allocation and expenditures. Review and analyze unliquidated obligations and funding reservations. Analyze financial reports for abnormal conditions or trends. Develop recommendations for corrective action. In conjunction with customer assistance, incumbent will act as a focal point of contact for systemic logistical issues within the Supply and Services Division and between the Supply and Services Division and customers. Incumbent will resolve all issues and keep the Supervisor informed. Responsible for the work of assigned personnel. Perform the supervisory and managerial responsibilities. Assign work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Define and interpret governing policies, procedures and regulations. Provide financial advice and render decisions on major problems. Review operating procedures and policies with respect to the desired performance objectives of management. Advise management of operating areas at risk of not achieving desired performance and recommend corrective actions. Develop or direct the development of new or changed internal operating procedures and instructions. Assign and review work daily, weekly or monthly; ensure production and accuracy requirements are met; approve leave; and recommend performance standards and ratings. Plan work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work. Perform other duties as assigned. Compatible Military Assignments: Unspecified. General Experience: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. Specialized Experience: Must have at least 36 months experience, education, or training supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Education High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience. School above high schools level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study which was not primarily limited to courses in word processing and keyboarding or both. Substantially full-time study in the case of business and commercial schools is the equivalent of at least 20 classroom hours of instruction per week. One academic year consists of approximately 36 weeks of substantially full-time study or 30 semester hours or 45 quarter hours.
