DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT
The Recovery Grant Section provides management and technical assistance for state and federal grants that are focused on disaster recovery:
+ Public Assistance/Recovery Grant Unit: This section provides grant management and technical assistance to eligible subrecipients that have been impacted by a federally declared disaster and are requesting federal public assistance through FEMA. This includes all phases of recovery from preliminary damage assessments through closeout. Technical assistance is provided from application development through grants closeout.
The Preparedness Grants and Contract Section provides management and technical assistance for state and federal grants that are focused on pre- disaster preparedness:
+ State and Local Cybersecurity Grant Program (SLCGP)
+ State Homeland Security Grant Program (SHSGP)
+ Urban Area Security Initiative Grant (UASI)
+ Non-profit Security Grant Program (NSGP)
+ Hazardous Materials Emergency Preparedness Grant (HMEP)
ABOUT THE POSITION
This position exists to coordinate and manage FEMA’s State and Local Cybersecurity Grant Program (SLCGP) assistance listing 97.137, Targeted Violence and Terrorism
Prevention (TVTP) Grant Program assistance listing 97.132, Emergency Operations Center (EOC) Grant Program Assistance Listing 97.052, and the State's Preventing Identity Based Violence (PIBV) Grant.
Duties include (but are not limited to):
Grants Administration
Administering all phases of the State and Local Cybersecurity Grant Program (SLCGP), Emergency Operation Center Program (EOC), Targeted Violence and Terrorism Prevention (TVTP), and the Preventing Identity-Based Violence (PIBV) Grant. Administration includes providing technical assistance to sub-recipients of grant awards, processing reimbursements requests, and processing closeout requests. This position assists in training state and local staff on program requirements, including those rules and regulations. This position monitors project progress and milestones to ensure projects are completed within the performance period.
Recovery Regional Expertise
Serves as the State’s main point of contact regarding the SLCGP. Coordinates all meetings with local partners regarding recovery grants and makes suggestions and decisions regarding the application and reimbursement of recovery grants.
State Emergency Operations Center Support
As directed, provides pre-disaster support to the State Emergency Operations Center training and exercise program up to 5% of time. During a state declared disaster, provides operational support to the State Emergency Operations Center as directed.
Recovery Task Force Support
When directed, assumes an assigned role as member of the State Recovery Task Force until relieved by Task Force Leader or Director, DHSEM.

MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
Experience Only:
Seven (7) years of professional experience in grants that include using Google Workplace (Gmail, Docs, Sheets, Slides) and Microsoft Office Suite (Word, Excel, PowerPoint, Adobe)
Education and Experience:
A Bachelor's degree and 3 years of professional experience in grants that include using Google Workplace ( Gmail, Docs, Sheets, Slides) and Microsoft Office Suite (Word, Excel, PowerPoint, Adobe)
OR
A Master's degree and 2 years of professional experience in grants that include using Google Workplace ( Gmail, Docs, Sheets, Slides) and Microsoft Office Suite (Word, Excel, PowerPoint, Adobe)

CONDITIONS OF EMPLOYMENT
+ Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.
+ Must be a resident of Colorado at the time of submitting the application
