Description
The Army Community Service (ACS) Centers provide a wide variety of support services to Army Servicemembers and their Family members to support their needs as they transition through career assignment/relocation, deployment, family events (e.g. birth or adoption), or family crisis. Services include pre-arrival and re-entry orientation to Soldiers coming back from long-term overseas deployments to Family member abuse intervention, marriage enhancement, and parenting support. The various components of the ACS Family Advocacy Program (FAP) support couples and Families through an intensive and comprehensive combination of services throughout the family cycle. They incorporate interventions which may include role modeling, mentoring, parenting education, support groups, individual and couples’ intervention, and information and referral to other military and civilian resources. These services contribute to mission readiness, support family adaptation to military life and are designed to enhance the knowledge and skills Families need to form healthy relationships and provide safe, nurturing environments for children.
**Position Objective:** Provide FAP Education - Army Community Services for Fort Bliss Soldiers and family. Supports the Army Community Service (ACS) and Family Advocacy Program (FAP).
Duties and Responsibilities:
+ The Contractor shall provide a variety of FAP interactive training and educational courses delivered in-person and/or virtually to include unit training, civilian workplace training, family life skills, relationship enhancement and outreach.
+ The Government will provide current curriculums for existing FAP courses and workshops. The Contractor shall periodically update curriculums as policies, statistics, and other relevant details change to ensure the most current information is provided.
+ The Contractor shall develop curriculums for new FAP educational courses and submit to the Government COR-RA for review/approval prior to implementation. During ACS planning meetings, new course planning and milestones shall be established. The Contractor shall summarize FAP course planning, milestones, development activities, due dates, and actual submission dates in the TOSR. Some new FAP courses may require FAP Educators to attend training. The Government will reimburse the Contractor for training fees and travel to attend training with prior approval from the COR-RA.
+ The Contractor shall develop a 20-25 minute interactive story-line scripted role-play as part of a 1.5 hour interactive training session to increase awareness of family violence and intervention strategies. Training sessions shall be conducted two (2) times per day and four (4) days per month. The Contractor shall provide all personnel, management, QC, and any other supplies and services (not Government furnished) necessary to develop and execute domestic violence prevention training in the form of interactive role plays. The Contractor shall perform all work identified to professional writer and actor theatrical standards.
+ The Contractor shall schedule FAP training/courses, coordinate location for training/courses, prepare instructional materials, set-up classroom location, and clean-up after training/courses. The Contractor shall distribute customer-satisfaction surveys at the conclusion of FAP training courses and workshops and summarize results (to include total surveys distributed, total surveys returned, and the average rating of the surveys) in the TOSR. The Government will provide the Contractor with current versions of the survey templates.
+ The Contractor shall provide professional training on the reporting and prevention of spouse and child abuse to personnel who are required to report abuse, such as Child Youth and School Service (CYSS), medical, law enforcement, legal, and community agencies.
+ The Contractor shall provide Domestic Violence Awareness training to the Civilian workforce to provide an overview of the dynamics of domestic violence and how it affects the workplace. The Contractor shall provide the training each month and schedule additional training times if requested.
+ The Contractor shall conduct family life skills training workshops. Workshop topics, schedule, and duration may vary. Current workshops average seven hours in duration and cover topics such as conflict resolution strategies, relationship enrichment, and preparing for marriage.
+ The Contractor shall conduct FAP safety education for children pre-school age and above. Current courses cover topics such as bullying, internet safety, and prevention of dating violence.
+ The Contractor shall conduct support groups, workshops, and educational courses for parents of children pre-school age and above. An example of a current FAP parenting program is Scream-Free Parenting.
+ The Contractor shall record training attendance in the CTS database within two workdays after training.
+ The Contractor shall coordinate and provide Unit training and shall cover, at a minimum, the following topics: dynamics of spouse and child abuse; command policy; community programs, services, resources; the identification, reporting, and referral process; and utilization of the crisis hotline for assistance. The estimated length of this training is one to two hours.
+ The Contractor shall provide support to the Emergency Family Assistance Center (EFAC) if and when it is activated by the Garrison Commander. EFACs are activated when the environment needs to be stabilized following a serious disaster (i.e. major weather catastrophes, shootings, etc.). Historically, EFACs have been activated for periods ranging from seven days to four months. The Government estimates no increases in contractor labor hours will be required to support EFAC; however, it could require contractor support outside of normal ACS business hours.
Qualifications
Basic Qualifications:
+ Bachelor’s degree from an accredited school in social work, psychology, marriage, family, and child counseling, counseling or behavioral science, education, community health or public health.
+ Personnel serving as ACS educators shall have a minimum of two (2) years’ experience in domestic abuse or family violence
+ Minimum of one year of experience working in a Military Family Support Center (FSC); or Civilian social service agency serving Military Families.
+ Contractor personnel performing Relocation Readiness Program trainings shall be fluent in English and Spanish and able to develop course material in both languages. (FORT BLISS ONLY)
+ Working knowledge of Family violence dynamics, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
+ Working knowledge of Military protocol when addressing Officers, Non-Commissioned Officers (NCOs) and Government personnel.
+ Ability to effectively interface and communicate with Civilian and Military personnel at all levels.
+ Ability to demonstrate an understanding, sensitivity, and empathy for victims.
+ Ability to develop trusting helping relationships.
+ Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.
+ Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense; ability to work independently to assess risk, develop, implement, and evaluate safety and intervention plans to meet victims’ needs; and the ability to operate within established guidelines of the ACS Programs to include FAP, Relocation Readiness Program (RELO) / Information & Referral (I&R), Employment Readiness Program (ERP), Mobilization and Deployment (MOB/DEP), Financial Readiness Program (FRP) / Army Emergency Relief (AER) and Army Family Team Building (AFTB).
+ Ability to conduct briefings with small and large groups of Civilians, Soldiers and commanders.
+ Ability to work cooperatively with Military and Civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
+ Ability to maintain a valid, unrestricted motor vehicle license.
+ Ability to perform all contractual duties, which may include transporting, lifting and setting up displays; and standing and walking during activities that involve domestic abuse prevention and response.
+ Computer literacy to include the basic computer skills necessary to enable them to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.

+ Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
+ Clear and obtain a tier 1 background check.
