    JOB SPECIFICS

    RESPONSIBILITIES: Requires a high school diploma or equivalent and four years of progressively difficult technical license center and/or public service counter work experience including one year of customer service experience or equivalent education and experience. Within a year of being appointed to the position, State certification as a License Title Agent or Federal certification as a Passport Acceptance Agent must be obtained and must be renewed as required by passing a written exam. Other certifications or licenses from federal and state agencies may be required to perform the functions of the job.

    DESIRABLE EXPERIENCE:

    + Previous experience processing passport or driver license transactions, motor vehicle transactions and/or Department of Natural Resources transactions.

    + Paid work experience providing customer service to the general public in a License Center or similar fast paced environment.

    + Technical knowledge of License Center transactions and software utilized, including MNDRIVE, FastDS, MNLARS, eSupport, and/or Department of Natural Resources systems.

    + Two or more years' experience operating a personal computer. Computer skills utilizing Microsoft excel, word, and outlook.

    + Paid work experience accepting payments by cash, check and credit cards (cashiering).

    + Two or more years of paid work experience with the following: 1) Cash handling 2) Data Entry 3) Book Keeping 4) Training

     

    SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

     

    HOURS / DAYS: Schedule consisting of 40 hours per week with varied shift times between the following business hours: Monday, Wednesday, Thursday, and Friday 8:00AM to 5:30PM; Tuesday, 9:00AM to 6:30PM. Work schedules may vary based on department business needs.

     

    ANTICIPATED HIRING RATE: $27.72 - $37.77 Hourly

    JOB SUMMARY

    The License- Public Services Principal Specialist responds to inquiries and provides assistance to individuals, processes a variety of legal documents, performs a number of administrative, financial and reporting duties, and serves as a lead worker.

    DUTIES & RESPONSIBILITIES

    Please note that PRTS Principal Specialists may perform some or all of the following tasks depending on their location and area of expertise.

    Provide customer service:

    • Respond to customer inquiries for various legal document related processes and services;

    • Answer main phone line and direct calls;

    • Communicate accurate information to the public regarding laws, statutes, policies, and procedures; interpret County, State and Federal rules, regulations, statutes, and policies for customers;

    • Review, analyze and verify records, reports, applications and other documents;

    • Process completed legal documents;

    • Process financial transactions, collect fees and funds and process payment adjustments;

    • Close and balance receipts daily; and assist in preparing the month end reports.

    • Serve as a resource for County staff.

    Perform administrative duties:

    • Maintain form supplies at service counter;

    • Ordering motor vehicle inventory, maintaining accurate logs and resolving discrepancies.

    • Manage and deliver interoffice mail;

    • Order supplies;

    • Compile or prepare a variety of reports including daily reports for State and Federal agencies; and

    • Close and balance receipts daily.

    Serve as lead worker:

    • Resolve discrepancies and customer escalations;

    • Review the work of other staff;

    • Determine work schedules; assign work to staff;

    • Provide training plans development assistance;

    • Provide technology training to staff members;

    • Provide staff performance input;

    • Make budget recommendations; and

    • Relieve the License Center Division Manager of administrative duties as delegated.

    Assist with building operations and security procedures:

    • Open and close the building in accordance with safety and security policies and procedures;

    • Maintain outside building drop box;

    • Issue security badges to vendors;

    • Manage vending machine issues and repairs;

    • Admit night security staff to building;

    • Conduct emergency drills;

    • Provide direction to emergency responders;

    • Complete requests for building maintenance; and

    • Complete and file incident reports for accidents that occur in the building or on the grounds.

     

    Perform other duties as assigned.

    WORK ENVIRONMENT

    Work involves both sitting or standing a customer services standing is sedentary in within License Center or Public Service satellite offices. Lifting requirement of 15-20 pounds on an occasional basis; rare to occasional base on function could requiring lifting requirement up to 50 pounds with our without assistance. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, copy, scanner , cash register, microfiche and fax machine, and dicta phone. Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required. Must have own means of reliable transportation for business purposes; individuals operating a motor vehicle for county business must possess a valid driver's license.
