General Information & Responsibilities
The Information Technology (IT) Systems Manager plans, performs, and supervises, the design, installation, technical assistance, preventative maintenance and repair of all computer hardware, software, and operating systems associated with the College’s Local Area Network (LAN), Wide Area Network (WAN), and telecommunications systems to maximize performance while ensuring the security of all systems. The position manages technical personnel, builds teams, and institutes organizational development procedures and serves as the Project Leader for staff and projects that support the Black Hawk College infrastructure including mobility; serves as backup for the staff supervised.
Description of Duties
DESCRIPTION OF ESSENTIAL DUTIES:
+ Analyzes and develops the communication systems, network systems, and network operating systems used by Black Hawk College.
+ Responsible for design, implementation, and maintenance of an integrated network including end-user computing, server configuration strategy, and network topology.
+ Responsible for design, implementation, and maintenance of system security features to ensure confidentiality of College data mitigating risk and loss to the College.
+ Responsible for overall Data Center operations and cloud computing infrastructure to maintain high availability.
+ Manages technical staff, builds teams, and institutes organizational development procedures; provides technical support, including training and evaluation.
+ Responsible for working with departments to implement changes to IT infrastructure to insure college compliance with mandated Federal and State regulations.
+ Prepares documentation for disaster recovery policies and procedures, develops a complete knowledge of operating systems and strategies for district-wide implementation.
+ Responsible for network design, documentation, and diagrams of the physical network environment.
+ Serves as district-wide manager for the design and maintenance of the LAN, WAN, Telecommunications systems and infrastructure.
+ Maintains system response time at an acceptable level through the tuning of operating system software, reconfiguration of hardware/operating system software, tuning of application software and optimization of data storage.
+ Responsible for monitoring system performance to recognize anomalies in order to prevent impending hardware failures or to recognize intrusion attempts.
+ Supervises and coordinates the repairs associated with network hardware, software, and communication devices.
+ Provides project management.
+ Monitors, documents, and communicates all infrastructure related outages.
+ Responsible for communicating information as appropriate regarding system planned or emergency outages/maintenance/changes in a timely manner.
+ Establishes positive working relationships with students, employees, vendors, and community agencies.
+ Hires, evaluates, trains and assigns work to staff.
+ Able to responsibly utilize board access to College database, network and computer files, including those of a confidential nature, in a manner consistent with the requirements of the position and only for job-related purposes.
+ Able to maintain strict confidentiality with respect to College records and reports which are prepared, maintained, or utilized by the Board of Trustees or College Administrators in connection with labor relations and collective bargaining.
DESCRIPTION OF OTHER DUTIES:
+ Recommends and develops the primary hardware and software standards used by the College.
+ Develops proposals and reviews processes for the selection of software, operating systems, and hardware associated with the College’s network infrastructure.
+ Assists in developing contracts with vendors for computer-related products and services.
+ Assists in recommending personnel actions to the College administration as required in areas of computer-related security violations.
+ Develops an understanding of information architecture as it relates to the overall business objectives of the College.
+ Performs other job-related duties as assigned.

PRINCIPAL WORKING RELATIONSHIPS:
+ Works directly with the Chief Information Officer.
+ Works cooperatively with Information Technology Services staff.
+ Works cooperatively with all district-wide academic and administrative departments.
+ Works directly with software and hardware vendors.
Education & Experience
EDUCATION AND EXPERIENCE: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.)
+ Bachelor’s degree preferred; preferably in a technical field. An Associate’s degree in a tech field is required, or in lieu of an Associate’s degree, a minimum of five of years of experience as a Server or Network Administrator may be substituted.
+ Minimum of two years of experience as a Server or Network Administrator in providing support for software, network, and communication systems required.
+ Experience integrating network, server, security, and desktop computing systems required.
+ Project management or team leadership experience required.
+ Strong oral and written communication skills required.
+ Minimum of four (4) years experience in providing support for any two of the following products is required:
+ Windows desktop and server operating systems.
+ Microsoft Office Applications and Intel-based software
+ Cisco switches and routers
+ Intel-based servers
+ TCP/IP installation and security
+ Microsoft O365 platform
