    + Supervises a professional and administrative support staff by interviewing applicants, making hire or termination recommendations, training, assigning and reviewing work, and evaluation the performance of incumbents. Assigns and assists in investigations of staff, resolves work related issues while ensuring compliance with state and federal law, agency policies, and interagency agreements. Establishes goals and objectives, develops policies and procedures, evaluates program effectiveness and compliance, monitors corrective action, and implements and interprets laws and regulations. Reviews and approves investigative and activity reports. Provides technical assistance regarding child welfare regulations, laws, and protocols regarding child abuse issues. Coordinates with attorneys, general public, law enforcement entities, elected officials, and other entities as necessary. Performs other duties as or assigned.

    + Special Requirements-Occasional twenty-four (24) hour emergency on-call duty is required. Frequent in-state travel is required.

    Job Summary

    The Child Abuse Investigative Supervisor/Expert is responsible for overseeing and directing child abuse investigations conducted by investigative teams within the state. This position ensures compliance with state and federal child protection laws, provides supervision and guidance to investigators, and works closely with law enforcement, social services, and legal professionals to ensure the safety and well-being of children.

    Primary Responsibilities

    The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Supervise and coordinate child abuse and neglect investigations to ensure timely and thorough case resolution. Review investigative reports, evidence, and case findings to ensure compliance with legal standards and policies. Provide expert guidance on complex cases, including forensic interviews and court proceedings. Ensure that investigative procedures align with trauma-informed and child-centered practices. Directly supervise a team of Child Abuse Investigators, ensuring proper case assignment and workload distribution. Conduct performance evaluations, coaching, and professional development for investigative staff. Work closely with law enforcement agencies, forensic interviewers, medical professionals, and prosecutors. Develop and maintain effective communication with child welfare caseworkers, courts, and advocacy organizations. Participate in multi-disciplinary team meetings to review case strategies and service plans for affected children. Represent the agency in court proceedings, depositions, and legislative discussions on child protection. Ensure adherence to state laws, agency policies, and investigative best practices. Monitor case timelines, documentation accuracy, and adherence to due process. Conduct internal audits, case reviews, and corrective action plans as necessary. Respond to high-risk child abuse cases and emergency situations requiring immediate intervention. Provide guidance and support for investigators handling complex or emotionally challenging cases. Ensure that investigative teams are prepared to handle sensitive cases involving sexual abuse, physical abuse, neglect, and fatalities.

     

    Knowledge and Skills

     

    Extensive knowledge of criminal investigations, forensic interviewing, and child abuse laws. Ability to analyze evidence, assess risk factors, and determine appropriate case resolutions. Strong attention to detail and ability to identify inconsistencies in witness statements and documentation. Ability to lead and motivate a team of investigators in a high-stakes environment. Strong decision-making skills in time-sensitive and emotionally charged situations. Strong ability to communicate effectively with victims, families, law enforcement, and legal professionals. Skilled in writing clear, concise, and legally sound investigative reports. Ability to handle sensitive and traumatic information with professionalism and empathy. In-depth understanding of Arkansas child abuse statutes, family law, and criminal procedures. Familiarity with courtroom procedures, testimony preparation, and evidentiary standards.

    Minimum Qualifications

    At least four years of experience in child welfare, social services, or abuse prevention programs, including at least one year in a leadership capacity.
