WSP is currently initiating a search for a **Senior Arterial Operations Engineer** to work on a client site out of **Bradenton, FL** .
The Senior Arterial Operations Engineer will work from the client building. Scheduled shift hours will fall within the range of 6:00 AM and 8:00 PM on weekdays with on-call availability to provide operations guidance/supervision to staff after hours and on weekends.
Some of the high-level responsibilities include:
+ Monitor actively the signal systems and other arterial ITS infrastructure, analyze traffic data and recommend/perform actions to improve arterial traffic operations.
+ Provide guidance to develop, update, and maintain signal timing changes.
+ Implement or provide guidance to Lead Operators to implement real-time signal operation changes from the operations center using Signal Central Systems.
+ Provide supervision and directions for signal operational modifications.
+ Conduct field reviews when it is necessary to evaluate traffic operation issues as well as to resolve signal operation issues.
+ Ensure signal operation modifications are signed and sealed and properly documented in accordance with client policies and guidelines.
+ Implement, monitor and fine tune diversion/evacuation route timings when roadway closures or evacuation orders occur on the freeways or arterials.
+ Monitor potential off ramp traffic backups and implement flush timing patterns to clear the ramps before spilling over to the freeway mainline.
+ Prepare system performance reports.
+ Track and respond to system alarms to ensure system downtime is minimal.
+ Coordinate with the freeway operations staff in managing congestion on arterials caused by freeway incidents and special events.

+ Ensure traffic performance and monitoring dashboards are kept up to date and enhancements to the dashboards are made when opportunities for improvement are identified, new technologies available or at the direction of the client in coordination with the IT Consultants.
+ Ensure ATSPM performance monitoring tools are developed and configured correctly, maintained properly in coordination with IT consultants.
+ o. Ensure Arterial operators are effectively using ATSPM tools to improve efficiency of arterial operations.
+ Routinely monitor live traffic applications, dashboards and ATMS applications to ensure operators are proactively identifying potential and ongoing traffic/signal operation issues and coordinating signal operational changes quickly to minimize the impact to traffic movement. QA/QC measures shall be set in place to ensure fast identification of traffic issues and proactive implementation of signal operational changes. SOPs shall be modified immediately if and when opportunities are identified to improve the efficiency of the operations center.
+ Ensure all traffic controlling and monitoring applications and devices are functioning as intended and coordinate with IT consultants, Maintaining Agency staff, and/or ITS Maintenance Contractor to resolve issues.
+ Ensure all signalized intersections are configured correctly in the Detection Failure Monitoring and Alerting Application (Watchdog) and coordinate with IT consultants in resolving issues with the Application.
+ Support CV/AV Technology implementation, monitor/operate CV/AV related applications and devices, and coordinate with IT consultants, Maintaining Agency staff and/or ITS Maintenance Contractor to resolve CV/AV system issues.
+ Provide signal operation support for signals under construction from the operations center in coordination with the construction contractor staff.
+ Assist signal timing consultants or agency staff with signal/system retiming efforts.
+ Assist in reporting results and effects of signal retiming efforts.
+ Prepare quarterly reports on the performance of the signal systems based on predefined measures of effectiveness and other arterial reports.
+ Performance monitoring, cost/benefit reporting, and benchmarking of the arterial network.
+ Lead weekly major arterial incident evaluations, develop and track action items resulting from these evaluations.
+ Participating in Traffic Incident Management (TIM) meetings and ensuring appropriate interagency coordination.
+ Participate in progress meetings and other meetings as requested by the client.
+ Manages the daily operational activities of the arterial program, in accordance with the requirements of MUTCD, TEM, client operations SOP, client Guidelines for the Development of Traffic Signal Timings, District 1 Signal Operations Filing Process, protocols, policies and all applicable standards and policies, and is responsible for the overall operations and functionality of the arterial program. He/She will be required to make decisions pertaining to the arterial operations requiring a high degree of experience and judgment, and must facilitate the smooth and balanced arterial operation at the TMCs.
+ He/she will be required to provide services in timing plan development/refinement following client protocols and practices. Development/refinement of special event timing plans to be implemented as part of the arterial program and review signal operations in arterial control sections.
+ Provide phasing recommendations and changes to address recurring and non-recurring congestion.
+ Ensure proper documentation of all temporary and permanent signal operation/timing changes in accordance with the client policies. Handle public records requests in a timely manner in adherence to the client processes.
+ Assist the Project Manager in project management of the contract and the arterial management business plan.
+ Day-to-day management of the operations center staff and resources, including problem resolution, balancing staff activities, giving directions to staff, and developing a team atmosphere.
+ Ensure that operations center arterial operations are conducted within the design parameters, operation guidelines, and client policies and industry standards.
+ Determine and use measures of effectiveness for the operations center in terms of efficiency and effectiveness in providing transportation management, traveler information and incident management. Prepare a standard reporting on the performance of the system based on these measures of effectiveness.
+ Oversee semi-annual update to the operations center SOP, operation guidelines and manuals to include the current status of all new ITS deployments, software system changes, client policy updates, and revisions to operations center policy and industry standards, in regard to arterial operations.
+ Responsible for the development of training materials and the quarterly updates of the training materials to conform to updates in the operations guidelines and manuals, in regard to arterial operations. Modify training materials as necessary as a result of system and employee performance analysis.
+ Facilitate operations by guiding critical arterial operation decisions, implementing special events response plans, guiding responses to severe events and generating severe event/incident response reports.
+ Coordinating arterial management activities by assisting in the management of responses to disasters and high-profile special events, accommodating the data needs of special agencies and third parties, etc.
+ Collaborate with local leaders and elected officials to address high problem areas in the district in regard to arterial operations.
+ Leads strategic initiatives for arterial ITS deployments.
+ eSTORM support for traffic signals during emergency management and special events.
+ Provide support for updating signal inventories.
+ Support Advance Traffic Management System (ATMS) deployment.
+ Deploys Advance Traffic Signal Performance Measures (ATSPM).
+ Develop performance measure reports for leadership review.
+ All other tasks assigned by the client.
Minimum Qualifications:
+ Graduated from an accredited four-year college or university with a degree in Civil Engineering.
+ Professional Engineering license in the state of Florida.
+ Minimum 7 years of experience with Traffic Signal Operation, signal retiming and Traffic Signal Central Systems
+ Knowledge and understanding of traffic signal systems, traffic controller operation, Signal Central Systems, ITS and traffic engineering principles.
+ Knowledge of traffic signal analysis programs, such as SYNCHRO, HCS, etc.
+ Must successfully complete and pass WSP’s Motor Vehicle screening, including a valid Driver's license
+ Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
