Job Description
The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.
Reporting to the VP of PHO as well as the Operations Administrator for Brooklyn Property Management, within Public Housing Operations, the Section 8 Administrator is responsible for a portfolio of vendor relationships and oversees quality assurance of work performed under vendor contracts. Knowledge in housing, health and/or environmental policy is a plus.
Under direction, the Section 8 Administrator will perform complex vendor compliance and business performance review related to Section 8/ Public Housing quality issues. Responsibilities include but are not limited to the following:
- Monitor Section 8 repair requests and respond within prescribed guidelines; coordinate the completion of repairs and close out work orders in accordance with established procedures.
- Ensure work performed by staff and/or contractors is completed satisfactorily and follow up on any deficiencies.
- Monitor the use of requirement and job order contracts.
- Assist in PHAS preparation and inspection to provide technical support to developments.
- Track and conduct quality control inspections.
- Monitor vendor contract compliance and monitors the performance of several vendors through review of standard reporting documents and submissions.
- Responsible for working closely with multiple vendors and internal stakeholders across all Brooklyn Property Management Section 8 locations to ensure all standards are being met.
- Analyze all documents submitted for review, including agency audit reports.
- Review final reports submitted by vendors, to ensure conformity to the federal/state/city mandates and contract requirements.
- Provide technical assistance and guidance to vendors in submitting reports.
- Review statistical and other technical data submitted by vendors.
- Occasionally directly monitor the vendor’s performance in cases of especially large contracts. May assist contract monitors in a consultative capacity.
- Serve as liaison between development supervisors, borough offices, and LHD Central Office Operations.
NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Housing Superintendent to be considered.

Qualifications
1. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
2. Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.
