    Description

    ISP Purchasing Agent

     

    The Idaho State Police (ISP) has a current opening for a Purchasing Agent in Meridian. This position will supervise, monitor, and control all purchasing in the department.

     

    PLEASE NOTE: The successful applicant will be required to complete a background investigation and polygraph examination, which includes drug screening.     Example of Duties:

    • Hires, trains, and supervises staff

    • Evaluates staff performance

    • Develops or provides input and monitors operating budget

    • Develops and implements department internal purchasing policies and procedures

    • Monitors and controls statewide purchasing activities

    • Interprets State Purchasing Code for department staff and vendors

    • Delegates limited purchasing authority to designated representatives

    • Consults with department staff to determine product, equipment and service requirements

    • Advises users of legal requirements for purchasing

    • Reviews purchasing documents and requisitions to ensure conformance with policies and procedures

    • Provides department liaison with the State Division of Purchasing

    • Prepares or oversees bid or specification preparation for purchases that are processed through the State Division of Purchasing

    • Reviews, analyses, and recommends bid awards

    • Obtains telephone bids

    • Selects vendors

    • Research products and equipment to ensure practicality, cost effectiveness, and supply availability

    • Uses value analysis, life-cycle-costing analysis, and weighted evaluation for products, services, and equipment purchased

    • Reviews operating budgets for adequate purchase funding

    • Authorizes emergency purchases, purchase orders, and requisitions, and reviews invoices

    • Resolves vendor-related problems and advises vendors on state registration requirements for bid eligibility

    • Determines contract terms and conditions for services or commodities

    • Insures legally correct language, proper workers' compensation coverage, and bonding

    • Prepare contracts for specialized services

    • Prepares or oversees correspondence and ensures effective public relations with vendors, users, and purchasing personnel

    • May advise on inventory control

    • Other duties as assigned

    Minimum Qualifications:

    • Considerable knowledge of public/governmental purchasing procedures

    Experience:

    • using contracting principles and related legal terminology

    • preparing and evaluating written specifications that include value analysis, life cycle costing, and weighted value

    • supervising staff

    • i nterpreting and applying laws, rules and regulations
