RESPONSIBILITIES
MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan’s Central Business District Congestion Relief Zone.
The Assistant Vice President (AVP), Field Services Training, MTA Bridges and Tunnels, is responsible for all aspects of training including but not limited to strategic planning, direction and control of all employee development programs, and implement training. This position evaluates, recommends, develops, and reviews existing training being delivered to personnel to ensure continued relevance and alignment with organizational goals, current best practices, evolving technologies and operational needs. This position aids in the conceptualization and implementation of Authority-wide policies and procedures.
The AVP interfaces with MTA Bridges and Tunnels internal departments, external agencies, and key stakeholders to develop and deliver training programs. This position provides direct supervision over development and delivery of training for administrative, managerial, law enforcement, maintenance, and non-represented staff.
Key responsibilities include:
Oversee and evaluate agency-wide training programs for law enforcement, maintenance, and staff in compliance with NYS, NYC, federal, and MTA standards.
Develop, implement, and update training policies, procedures, and curriculum, including safety, emergency response, heavy equipment operation, OSHA, and Incident Command System.
Coordinate onboarding and skills training for Maintainers, ensuring standardized curriculum across maintenance crafts.
Manage contracts, approve instructors, and coordinate facilities for specialized training, including Right to Know, Facility Familiarization, and FDNY.
Lead agency participation in Statewide Traffic Incident Management (TIM) training for the NYC region.
Partner with external agencies (NYPD, MTAPD, FDNY, etc.) on joint training and development initiatives.
Counsel staff on performance and career development, including leadership and supervisory skills.
Maintain training records, conduct audits, and ensure compliance with all applicable regulations.
Analyze and recommend improvements to training programs, operations, and service delivery.
Present training sessions and serve as a liaison for legislative or regulatory changes affecting training requirements.
QUALIFICATIONS
Bachelor’s degree in Criminal Justice , Criminal Investigations, Criminology, Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, Technology, Investigations, Transportation Security, or a related field.
Minimum of fourteen (14) years of related work experience in security operations, law enforcement, homeland security, emergency management, or a closely related field.
Minimum of ten (10) years in management or supervisory capacity in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered.
Valid Driver’s License in the State of New York.
Demonstrated experience managing and delivering large-scale training programs across diverse functions (law enforcement, maintenance, administrative).
Experience with regulatory and compliance training related to OSHA, ICS/NIMS, and other safety standards.
Strategic planning and change management skills.
Strong leadership, coaching, and team development abilities across multiple disciplines.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Expertise in: OSHA standards (e.g., Fall Protection, Confined Spaces, Lock Out/Tag Out); FDNY Certificate of Fitness compliance and training; Traffic Incident Management (TIM); Emergency response and preparedness training; Instructional design principles and training evaluation techniques.
Knowledge of NYSCPL, NYS Penal Law, Vehicle & Traffic Law, and NYC Traffic Regulations
Preferred
Master’s degree in P ublic A dministration , Emergency Management, Homeland Security, Organizational Development, or related discipline.
Experience working with or within a public agency, transportation authority, or first responder organization.
Certified trainer or instructional designer (e.g., CPLP, ATD certification, or similar credential).
FEMA training certifications (ICS-300, ICS-400, NIMS compliance training).
Experience leading or supporting training for unionized environments.
Knowledge of NYS Department of Criminal Justice Services standards.
L eadership experience in workforce development, performance improvement, or organizational learning strategy.
Specialized Knowledge of Facility Operations
National Incident Management System (NIMS) and Incident Command Structure (ICS)
Technical command of the Manual of Procedure and related referenced memoranda, MTA Bridges and Tunnels R&R, and the TBTA Collective Bargaining Agreements of the Authority's SOBA, BTOBA, and DC37-Local 1931 Unions
Familiarity with TBTA Presidential Policies
Familiarity with p olicies of other B&T departments: Maintenance, Security and Operations, Environmental, Safety & Health, ITS & Tolling Operations, MTA HQ policies.
Experience conducting performance gap analysis and using metrics to evaluate training effectiveness.
Familiarity with learning management systems (LMS) and digital training platforms.
Ability to build strong cross-functional relationships with internal departments, external agencies, and labor unions.
Strong communication and public speaking skills for presenting training and policy changes to diverse audiences.
Data-driven mindset with the ability to align training strategies to organizational performance metrics.
