DEFINITION
Under general direction, manages, supervises, and coordinates the activities related assigned programs; performs specialized legislative, administrative and confidential staff support to the City Manager’s Office; researches and analyzes local, state and federal legislation and policymaking activities to determine the impact on City operations and initiatives; provides responsible research and analytical duties; represents the City to community, state, and federal legislative groups, the public, and other agencies as assigned; participates in policy development and strategic planning; coordinates assigned activities with other departments, outside agencies, and the general public; and performs related duties, as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision or direction from assigned supervisory or management personnel. Exercises supervision over technical or administrative support staff.
CLASS CHARACTERISTICS
This is a professional classification that performs the full range of duties as assigned, working independently, and exercising significant judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the procedures and policies of the work unit. Responsibilities include developing and implementing policies and procedures for assigned programs and extensive research and analysis. Successful performance of the work requires the frequent use of tact, discretion, and independent judgment, knowledge of departmental and City activities, and extensive staff, public, and organizational contact.

+ Performs analysis on proposed and current legislation to determine the impact on City programs; composes specific briefings; researches supportive and opposing positions; and highlights issues to the City Manager, executive management team, and/or legal counsel, as necessary.
+ Coordinates and performs professional-level administrative and programmatic work in City Manager’s Office; conducts assessments and monitors program performance by researching and analyzing operational, fiscal, and technical data and impact to determine feasibility, resolve problems, and increase efficiency; consults with City staff, management, and outside agencies; recommends and implements modifications to systems and procedures.
+ Assists in developing goals, objectives, policies, procedures, work standards, and administrative control systems for the programs as assigned.
+ Prepares and assists in making presentations about legislative priorities, recommendations, and other materials for consideration by City management, community groups, policy leaders and other public agencies.
+ Actively identifies emerging issues and policy trends that may impact the City and helps determine the strategy to represent the City’s interests.
+ Plans, oversees, and administers assigned programs and projects; performs professional-level administrative work in such areas as research, reporting, grants, contract administration, management analysis, public information, and program evaluation.
+ Communicates orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
+ Participates in the development, implementation, oversight and maintenance of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations.
+ Collects, compiles, and analyzes information from various sources on a variety of specialized topics related to programs administered by the position or by management staff including complex financial, budget, or administrative issues or questions; prepares comprehensive technical records and reports to present and interpret data, identifies alternatives, and makes and justifies recommendations.
+ Plans, organizes, assigns, trains, reviews and evaluates the activities of technical and administrative support staff; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the assignment.
+ Serves as a liaison with employees, public, and private organizations, community groups, commissions and committees, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
+ Prepares and submits various City Council, commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
+ Maintains accurate records and files including specialized databases and systems for recording and tracking pending legislation at the local, state and federal levels.
+ Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field related to the area of assignment; researches emerging products and enhancements and their applicability to City needs.
+ Provides technical and functional direction to assigned staff; reviews and controls quality of work; inspects and evaluates work in progress and upon completion to ensure compliance with applicable federal, state, and local laws, rules, regulations, ordinances, and City policies and procedures.
+ Monitors quality of work and identifies opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes and staffing levels; implements changes and improvements after approval.

Minimum Qualifications
QUALIFICATIONS

Knowledge of:
+ Principles, practices, concepts and methods of state and federal legislation research, development, analysis and evaluation.
+ Principles and practices of municipal management and government.
+ Project and/or program management, analytical processes, project tracking and monitoring, and report preparation techniques.
+ Principles and practices of public administration as applied to program administration.
+ Research and reporting methods, techniques, and procedures including sources of information related to a broad range of municipal programs, services, and administration.
+ Applicable Federal, State, and local laws, rules, regulations, ordinances, and organizational policies and procedures relevant to assigned area of responsibility including legislative protocols and lobbying regulations.
+ Recent and on-going developments, current literature, and sources of information related to the operations of the department.
+ Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
+ Record keeping principles and procedures.
+ Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

+ Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to a bachelor’s degree in political science, governmental relations, business or public administration, or a closely related field and four (4) years of increasingly responsible experience performing duties related to legislative program support, intergovernmental coordination or a related field, two (2) years of which must have been in a municipal or public sector setting.
Licenses and Certifications:
+ Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
+ May be required to complete National Incident Management System (NIMS) Training.
Additional Information
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds with the use of proper equipment.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
DISASTER SERVICE WORKER
All City of Tracy employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the City may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.
