Work Schedule: Monday - Friday 8:30 AM - 5:30 PM; occasional weekends and evenings

Position Summary
The Portland Water Bureau (PWB) is recruiting for professionals who are interested in a rewarding career as a Home Water Leak Repair Coordinator (Coordinator II). The City of Portland values diversity, excellence, and serving our community. The position works in the Resource Protection and Planning Group and supports the Bureau’s Water Efficiency Program Manager. The Home Water Leak Repair Coordinator oversees all aspects of the Home Water Leak Repair Program (https://www.portland.gov/water/water-efficiency-programs/leak-repair) including program development, program management, contract management, program evaluation, communications, and direct customer technical assistance. This program budget is $750,000/fiscal year. This position is supported through the Portland Clean Energy Community Benefits Fund (PCEF) through June 2029.
The Home Water Leak Repair Coordinator works collaboratively across the bureau, the City of Portland, and with local home repair related organizations to share program information and share resources to best serve community members. The position evaluates and recommends program initiatives to achieve leak repair targets and is the lead for language access, and accessible communications related to the Home Water Leak Repair program.
This position also supports public outreach, curtailment planning, customer communications, direct customer assistance, and partnerships related to Water Efficiency.

What you’ll get to do:
+ Manage the Home Water Leak Repair Program including partner relationship building, contracts, grants, oversee contractor bid approvals, customer application and customer/partner communication, evaluation, and program outreach.
+ Define scopes of work and set timelines.
+ Evaluate proposals and qualifications.
+ Draft contract documents.
+ Administer contracts and ensure contract requirements are met.
+ Manage customer application, prioritization, and approval process.
+ Oversee all program communication to partners, customers, and the public.
+ Provide excellent customer service, assisting customers in navigating the application, referral and repair follow-up processes.
+ Review individual contractor repair bids for approval.
+ Evaluate program effectiveness and identify gaps.
+ Prepare reports with program accomplishments and monitor budgets.
+ Serve as a liaison to Water Bureau customer services to ensure leak adjustments and other billing arrangements are made to help customers effectively manage their bills during and after a leak.
+ Support direct customer technical assistance, and public outreach. Develop and maintain communication materials for customers. Write, edit, and oversee the design brochures, web information, and social media messages. Support community outreach event coordination efforts.
+ Support Water Conservation and Home Water Leak Repair Program Hotline communications with customers.
+ Make presentations at community meetings including neighborhood associations and community-based organizations.
+ Represent the bureau at community outreach events.
+ Support coordination and staffing of community outreach events.
+ Author general water efficiency and Home Water Leak Repair Program related communication materials.
+ In coordination with the Water Efficiency Manager, act as subject matter expert for bureau communications about home water leak repair.
+ Develop partnerships with other community-based organizations, City bureaus, and government agencies to further program goals.
+ Serve as a liaison between the Portland Water Bureau and regional home repair and home retention related programs.
+ In coordination with the Water Efficiency Manager, serve as subject matter expert on various advisory committees, e.g., AWWA Water Efficiency Programs, City of Portland Creative Resources Group.
+ Coordinate cross bureau collaboration between community partners and City bureaus with aligned goals.
+ Assist with bureau-wide supply and demand management planning efforts including water shortage communications planning and curtailment coordination. In coordination with the Water Efficiency Manager, assist with the development and maintenance of curtailment standard operating procedures and communication tools.
An ideal candidate will demonstrate through direct or transferrable experience:
+ Program coordination experience and strong project management skills.
+ Experience with contract development and administration.
+ Customer service skills including the ability to speak to a wide array of people from varying cultures and educational levels in both informal and formal settings.
+ Technical knowledge about water fixtures/appliances, etc. and ability to understand water efficiency products and technologies and make recommendations to customers and community partners.
+ Experience with writing and evaluating plumbing related scopes of work and contractor bids.
+ Knowledge of behavioral sciences and community-based social marketing.
+ Experience with residential home water audits.
+ Basic knowledge of statistics.
+ Experience with Cayenta Utilities customer information system.
+ GIS experience and knowledge.
+ Experience collaborating with communities of color and people traditionally underrepresented in local decision-making; experience facilitating inclusive participation in programs and activities; communicate cross-culturally.
+ Ability to analyze, interpret, explain, and apply relevant laws, regulations, ordinances, policies, and procedures.
+ Ability to establish and maintain effective working relationships with Bureau/Office managers and staff, representatives of other governmental agencies, community partners, the public, and others encountered in the course of work.
+ Experience implementing public information campaigns to build public awareness of program offerings, mission, and goals.
+ Ability to fluently speak and write in one or more of the City’s top spoken languages (https://www.portland.gov/officeofequity/news/2020/2/25/city-portland-language-list-and-guidance#toc-ii-city-of-portland-language-list) other than English.

Applicants must describe in their cover letter and résumé how their education, training, and/or work experience, meets each of the following minimum qualifications:
+ Three (3) years’ progressive experience with leading programs, managing contracts customer service and/or sustaining partnerships.
+ Technical knowledge of home plumbing and plumbing repair.
+ Experience providing excellent customer service to a variety of diverse customers.
+ Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
