+ Introduction
The State of Connecticut (https://portal.ct.gov/) , Department of Emergency Services and Public Protection (DESPP) (https://portal.ct.gov/DESPP) , Division of Emergency Management and Homeland Security (DEMHS) (https://portal.ct.gov/demhs) is recruiting for an Emergency Management Program Supervisor (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=0512AR&R1=undefined&R3=undefined) to join their team in Middletown.
Position Highlights
+ The Training and Exercise Supervisor is responsible for developing, coordinating, and overseeing emergency management training and exercise programs statewide, ensuring alignment with standards such as HSEEP, NIMS/ICS, and other relevant standards.
+ This role involves leading exercise planning teams, managing course delivery logistics, mentoring instructors, and supporting local, regional, and state partners in building preparedness capabilities. The supervisor will contribute to the Integrated Preparedness Plan (IPP), maintain exercise documentation, and support After Action Review and improvement planning efforts, as well as other training and exercise related doctrine.
+ This position reports directly to the Manager of Strategic Planning and Community Preparedness and will play a critical role in the implementation of statewide preparedness initiatives.
+ The schedule for this role is Monday-Friday, 40 hours/week, 8:00AM-4:30PM.
About Us
The Division of Emergency Management and Homeland Security (DEMHS) is charged with developing, administering, and coordinating a comprehensive and integrated statewide emergency management and homeland security program that encompasses all human-made and natural hazards, and includes prevention, mitigation, preparedness, response, and recovery components to ensure the safety and well-being of the citizens of Connecticut.
Critical missions of DEMHS include terrorism prevention, coordination of emergency preparedness including training and exercise, response, recovery, and mitigation, and administering federal emergency management and homeland security grant programs, including disaster aid. DEMHS puts into place measures to respond to emerging threats, including developing a fully operational and staffed State Fusion Center. DEMHS manages the state’s response to emergencies in coordination with local municipalities, other state agencies and federal and nongovernmental partners. This may include operation of the State Emergency Operations Center (SEOC) if activated by the Governor.
DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance, and scientific services utilizing enforcement, prevention, education and state of the art science and technology. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for supervising staff engaged in planning, monitoring, evaluating and implementing the States Comprehensive Emergency Preparedness, Homeland Security and Radiological Emergency Response (RERP) plans, programs and procedures as required in Section 28-31 of the Connecticut General Statutes and other emergency preparedness guidelines.
EXAMPLES OF DUTIES
+ Schedules, assigns, oversees and reviews the work of staff;
+ Provides staff training and assistance;
+ Conducts performance evaluations;
+ Determines priorities and plans unit work;
+ Establishes and maintains planning unit procedures;
+ Develops or makes recommendations on development of planning policies and standards;
+ Develops and manages internal and external training programs;
+ Develops annual certification statement that assures that all federal requirements for planning, meetings and required projects are completed;
+ Acts as liaison with other operating units, agencies and outside officials regarding planning unit policies and procedures;
+ Prepares reports and correspondence;
+ Assists in the preparation and administration of all agency budgets and funding, including the DHS/FEMA Emergency Management Performance Grant and the Connecticut Nuclear Safety Emergency Preparedness Fund;
+ Prepares periodic reports;
+ Uses personal computers to develop and maintain databases;
+ May review and analyze legislative proposals and regulations;
+ May serve as assistant to the Incident Commander or as the senior Emergency Operations Center Operations Officer in simulated or actual events;
+ May be required to conduct briefings;
+ May be required to write grant proposals;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ current state and local Radiological Emergency Response Plan (RERP)/all-hazards plans and procedures, including homeland security plans;
+ the principles of nuclear, biological, chemical and weather hazards;
+ federal and state regulations applicable to emergency preparedness/management and associated programs;
+ the incident command system;
+ equipment and systems used in a nuclear, biological, chemical and weather emergencies;
+ public information and media procedures;
+ the national and state communications and alert systems;
+ procedures and criteria to establish disaster preparedness programs;
+ principles and practices of state and regional planning;
+ Considerable
+ interpersonal skills;
+ oral and written communication skills;
+ Ability to use EDP systems and software;
+ Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in planning, program development or grants management including developing written long term plans broad in scope and having impact on a number of operations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in planning at the level of an Emergency Management Program Specialist.
NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation, which has branch or satellite facilities. Candidates must perform these types of duties the majority of time and the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in emergency preparedness/homeland security, planning, public administration, public information or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience supervising personnel in both administrative and operational settings
+ Experience representing or making presentations on behalf of an agency or department
+ Experience supervising projects to develop emergency management plans or procedures
+ Experience supervising work groups, task forces or committees
+ Experience with emergency management and homeland security training and exercise programs including design, development, execution and evaluation
+ Experience filling an emergency management position in an emergency operations center during real-world incidents or exercises
+ Experience developing and coordinating events including conferences or symposiums.
+ Experience with Learning Management Systems or course registration and management software.
+ Experience coordinating training or exercises with national training providers including the Federal Emergency Management Agency's (FEMA) National Disaster & Emergency Management University, the National Domestic Preparedness Consortium, or the Center for Domestic Preparedness.
SPECIAL REQUIREMENTS
+ Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.
+ Incumbents in this class may be required to travel.
+ Emergency management drills and actual emergencies may require work outside of normal hours.
+ On-call status may be required.
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made by the Federal Emergency Management Agency (FEMA) and/or the Connecticut Department of Emergency Services and Public Protection before persons are certified for permanent appointment.
