    About this Job:

    The Data Governance Lead (DGL) serves as a key leader in the Louisiana Department of Transportation and Development's (DOTO) efforts to establish and sustain a robust data governance program. This role oversees the implementation of the department's data governance framework and roadmap, ensuring data quality, security, and compliance across the organization. The DGL is responsible for driving data strategy initiatives, managing data collection, analysis, and reporting, and leading a team to deliver impactful results. The incumbent will provide actionable insights, recommendations, and strategic guidance to stakeholders while fostering a culture of data-driven decision-making. The DGL reports to the Enterprise Support Services Director.

    Minimum Qualifications

    Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

     

    Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

     

    A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR

     

    An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Data Governance Program Leadership:

    + Lead the implementation of the data governance framework and roadmap, including operationalization and alignment with organizational goals.

    + Support organizational change management initiatives to promote the adoption of data governance practices and foster a culture of accountability.

    + Develop and deliver data literacy training, stakeholder communication strategies, and educational resources to align teams with the data governance framework.

    + Actively engage with the Data Governance Council, Data Management Team, and other stakeholders to maintain alignment and ensure smooth program execution.

    + Serve as the primary liaison between business units, IT, and data stakeholders, ensuring collaboration and alignment with data governance principles.

    + Maintain and update the repository of data governance policies, procedures, and standards, ensuring accessibility and relevance.

    + Develop, monitor, and repo11 on data governance metrics using tools such as data governance scorecards.

    + Oversee data quality, issue management, and change management processes.

    + Guide the creation of critical deliverables such as data lineage, metadata documentation, data glossary, and standardized operating procedures.

    + Facilitate compliance assessments against enterprise standards and support evaluations of data management maturity.

    + Support modernization efforts, including assessing data warehousing and cataloging solutions for effectiveness and scalability.

    + Supervision and Staff Development:

    + Manage and mentor subordinate staff, including Business Technology Specialists and DOTO Program Specialists, fostering professional growth and technical expertise.

    + Assign tasks, set work priorities, and ensure timely delivery of team objectives.

    + Evaluate staff performance, provide constructive feedback, and address training needs.

    + Participate in recruitment, onboarding, and development of data governance personnel.

    + Planning and Resource Allocation:

    + Oversee planning and resource allocation for data governance initiatives, including staffing, budgeting, and procurement of data management tools.

    + Collaborate on the development of bid specifications, RFPs, and vendor selection processes for data governance-related technology.

    + Assist in defining project requirements and ensuring alignment with long-term organizational goals.
