Summary This vacancy is for a GS-0203-5/6/7, Human Resources Assistant located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-CIV HR RESOURCE OPS NE -CG-1C3NE -BALTIMORE MD. Responsibilities These positions are located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources/SADI (CG-1), Civilian Human Resources Directorate (CG-12), Commandant (CG-123NE), located in Baltimore MD. As a Human Resources Assistant, you will be responsible for providing administrative and technical support for processing a full range of staffing and personnel actions. Such support is rendered to Human Resources Specialists in the immediate and field offices, but assistance may also be rendered to customers and management officials/supervisors. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Your major duties and responsibilities include: Processing a variety of personnel and pay actions. Providing information to customers on general human resources topics such as benefits, pay, leave, personnel records, and application for federal employment. Researching and applying applicable laws and regulations in order to provide advice and guidance to customers. Conducting new employee orientation and ensuring all associated paperwork and actions are forwarded and processed in accordance with applicable laws, rules and regulations. Maintaining and processing files by using scanners to process, scan and convert forms into electronic format and into digital database (eOPF). Using office automation systems to input, update, or retrieve information (i.e., National Finance Center, EmpowHR, Mainframe, USA Staffing, e-OPF and E-verify. Qualifications QUALIFICATIONS REQUIREMENTS: To qualify for this position, you MUST meet all of the following requirements by the closing date of this announcement. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-05: In order to qualify for this position at the GS-05 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-04 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-04 level include performing the following types of tasks on a regular and recurring basis: Providing clerical support HR work reviewing forms and documentation for accuracy before submitting for processing; Maintaining personnel records and entering basic data into automated HR systems; Answering routine employee questions about forms or paperwork, referring complex issues to higher-level assistants; or using standard procedures and automated systems to input personnel actions with guidance from others. OR; Education: Successfully completed (4) full years of education above the high school level at an accredited business, secretarial or technical school, junior college, college or university. A transcript must be submitted with your application if you are basing your qualifications on education. OR; Combination of education and experience : A combination of education and specialized experience may be used to qualify for this position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. GS-06: In order to qualify for this position at the GS-06 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-05 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-05 level include performing the following types of tasks on a regular and recurring basis: Performing a limited range of personnel and pay actions with oversight; providing employees routine benefits and payroll guidance; Maintaining employee personnel records in compliance with rules, regulations and established procedures; Utilizing automated personnel/payroll related processing systems such as NFC, Mainframe, Empowhr, and eOPF to code and input data. GS-07: In order to qualify for this position at the GS-07 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-06 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-06 level include performing the following types of tasks on a regular and recurring basis: Processing a full range and interrelated personnel and pay actions requiring analysis of regulations and coordination with multiple systems; performing quality assurance reviews on personnel records; Advising employees, managers, and HR staff on personnel procedural requirements; Researching, documenting, and resolving a number of personnel requests using an automated personnel system such as NFC, Mainframe, Empowhr, and eOPF to code, input, or correct data. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. Personnel Action Processing - Accurately processes a variety of complex personnel and payroll actions (e.g., appointments, separations, pay changes) in accordance with applicable federal HR laws, regulations (e.g., OPM, Title 5), agency-specific policies, and procedural guides (e.g., Guide to Processing Personnel Actions). Reviews and interprets documentation and ensures completeness, consistency, and compliance prior to entry into HR systems. HR Information Systems and Automation- Utilizes automated HR systems such as EmpowHR, NFC, HRIS, or equivalent to enter, retrieve, validate, and correct technical personnel/ payroll data. Navigates multiple interconnected databases to ensure data integrity across systems, troubleshoot errors, and coordinate data correction with relevant stakeholders or system owners. Maintains awareness of system interfaces and transaction timing. Customer Service- Serves as a point of contact for internal customers (e.g., HR Specialists, Timekeepers, Managers) on personnel action status, processing timelines, and documentation requirements. Provides clear, courteous, and timely assistance; anticipates questions and communicates proactively to prevent processing delays. Attention to Detail- Reviews HR documentation and data entries for accuracy and completeness; identifies inconsistencies or omissions and takes corrective action. Applies knowledge of codes, legal authorities, pay plans, and nature-of-action procedures to prevent processing errors. Maintains meticulous records and audit trails for personnel transactions.
