THE POSITION
Do you have a degree or professional certification in accounting and a working knowledge ofGovernment Auditing Standardsand/or American Institute of Certified Public Accountants ( AICPA) Professional Standards? If so, the Department of the Auditor General (DAG) is looking for a motivated self-starting individual like you to join our team of fiscal watchdogs. To fulfill position duties, the ideal candidate should have strong technical, analytical, organizational, collaboration, problem-solving, and communication skills.

DESCRIPTION OF WORK
The DAG is looking for multiple Quality Assurance Specialists (QAS) to join our Office of Quality Assurance and Technical Services (Office) team. An employee in this position works collaboratively with other employees and, at times, independently to fulfill audit quality assurance responsibilities for the Department. Quality Assurance Specialists within the Office maintain a proficient working knowledge ofGovernment Auditing Standards, AICPA Professional Standards, and Department policies and procedures to effectively complete duties.
Key duties will include but not limited to:
+ Developing Department-specific audit policies and procedures in response to standards activity, input from standard setting bodies, identified areas of risk to the Department’s system of audit quality assurance and Department-specific initiatives.
+ Designing and executing ongoing monitoring procedures to evaluate compliance with quality assurance requirements and developing corrective action recommendations to mitigate identified deficiencies.
+ Reviewing professional auditing and attestation standards, laws, regulations, and other criteria to determine the impact on the Department’s system of audit quality assurance and the conduct of its audit/engagements and propose implementation strategies.
+ Participating in the Department’s audit quality risk assessment process, which includes identifying and assessing risks and proposing mitigation strategies.
+ Formulating responses to requests for technical guidance and assistance on audit-related matters.
+ Researching and analyzing auditing, accounting, or quality assurance-related criteria and compliance matters. Use results to determine the appropriate technical application to each audit bureau’s unique audit approach.
+ Preparing, reviewing, and retaining the internal monitoring documentation to communicate procedures, results, conclusions, and recommendations.
+ Assisting with the internal coordination of the Department’s GAGAS-required, triennial external peer review.
+ Participating on external peer reviews of other state audit organizations.
+ Developing and delivering presentations pertaining to technical auditing standards and policy and procedure matters.
Work Schedule and Additional Information:
+ Full-time employment
+ Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
+ Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
+ Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
+ Possession and maintenance of an active license as a Certified Public Accountant. A master’s degree with accounting credits and/or other certifications relevant to the auditing profession will be considered; and
+ Minimum of 3 years auditing experience conducting engagements in accordance with Government Auditing Standards and/or AICPA professional auditing or attestation standards;and
+ Minimum of 2 years review experience to ensure audit documentation complies with applicable professional auditing and/or attestation standards.
