    Job Description

    The Iowa Department of Revenue’s Alcohol & Tax Operations Division is currently seeking a Management Analyst 3 for our Ankeny office. The Operations Division functions as the central hub for both alcohol and tax-related processes and procedures. This division is responsible for administering the transportation and distribution of wholesale alcoholic liquor to more than 2,000 privately-owned retailers across Iowa, ensuring they are delivered on time and in good condition. Additionally, this division manages tax documents, payments and mail, as well as offering invaluable assistance to taxpayers for filing requirements and procedures.

    In this position you will be responsible for:

    + Assesses and enhances complex management improvement processes, procedures, and practices, and executes process optimization initiatives. Acts as a business systems analyst by planning, analyzing, documenting, designing, testing, and implementing business information technology systems to support essential organizational functions and business processes.

    + Act as a liaison between business units, technology teams, and support personnel. Assess current and new organizational functions and programs to identify opportunities for improved efficiency. Engage with subject matter experts across the state and department to gather requirements, explore alternative business processes, and develop and implement training plans to ensure comprehensive end-user understanding.

    + Analyze diverse information and data utilizing data mining tools within Microsoft Excel, D365, JDA, Access, SAP, SQL, and Genesys Cloud to evaluate and report on individual staff performance metrics and ensure the quality of work.

    Preference will be given to candidates with experience in the following:

    + Experience with Microsoft Dynamics 365 and JDA/Blue Yonder.

    + Experience managing projects to improve processes and procedures.

    + Experience analyzing and interpreting data, making comparative analysis and identifying trends.

    + Experience in the Alcohol Beverage Industry.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    + Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

    + All of the following (a and b):

    + Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    + A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

    + All of the following (a, b, and c):

    + One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    + A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

    + A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

    + Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
