    Description of Work Unit

    The Center for Environmental Management of Military Lands ( CEMML ) is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

    Position Summary

    A Wildlife Biologist / Environmental Permitting Specialist position is available at Beale Air Force Base ( AFB ), California with Colorado State University ( CSU ) and the Center for Environmental Management of Military Lands ( CEMML ). This is a field and office-based position that will assist with the implementation of a variety of projects identified in the installation master plan and the installation’s Integrated Natural Resources Management Plan ( INRMP ). Primary duties include processing, tracking, monitoring, and overseeing environmental permitting support for the installation. The position requires a working knowledge of environmental regulations, construction best management practices, and stormwater management. In addition, this position will also support other wildlife biologist tasks including wildlife surveys, field data collection, and habitat analysis. The work location is at Beale AFB , Yuba County, California.

     

    Beale AFB is an approximately 23,000-acre installation located in Yuba County, California. The base is located east of Marysville and Yuba City in northern California, about 40 miles north of Sacramento in the rolling hills of northern California. The installation provides a variety of critical habitats for floral and faunal species, including a number of threatened and endangered species.

     

    Required Job Qualifications

    Minimum qualifications include:

    • BA/BS in biology, environmental science, wildlife biology, natural resources management, or closely related field.

    • A minimum of 3 years of post-graduate professional experience (which can include up to two years of graduate course work) in the areas mentioned above.

    • Must be legally authorized to work in the United States by the proposed start date; CEMML will not provide visa sponsorship for this position.

    • Must possess and maintain a valid drivers license throughout the course of employment.

    • Excellent communication skills.

    • Experience with federal, state, and local laws, regulations and requirements regarding environmental protections (e.g., Sikes Act, Clean Water Act, Endangered Species Act, Migratory Bird Treaty Act, NEPA , etc.).

    • Experience monitoring construction projects to ensure compliance with Best Management Practices ( BMP ) and environmental regulations.

    • Experience writing and reviewing survey memos, permitting/consultation documents, and technical reports that evaluate impacts.

    • Experience with ArcPro, including map composition, data analysis, and preparation of metadata files.

    • Experience with the flora and fauna of central/northern California or nearby areas.

    • Experience performing field data collection and conducting wildlife surveys.

    • Experience working with/coordinating with federal/state agencies.

    • Experience collecting, storing, and analyzing spatial data using GPS , tablets, and other hand-held units.

    • Experience with management principles for rare and invasive plant and animal species.

    • Experience using organizational, prioritization, and time management skills.

    • Ability to work outdoors for an extended period of time in rough terrain under a variety of adverse conditions.

    • Experience operating a 4-wheel-drive vehicle.

    • Experience using interpersonal skills and working with a diverse group of people and clientele is essential.

    Applicants should address a minimum of two skills from the following:

    • Hold or be able to obtain a special status species survey permit for vernal pool fairy shrimp, and/or vernal pool tadpole shrimp.

    • Experience with construction monitoring to ensure compliance with applicable state and federal laws (e.g., Clean Water Act, Endangered Species Act, Migratory Bird Treaty Act, NEPA , Sikes Act, etc.).

    • Background in at least one area of the following: herpetology, invertebrate zoology, entomology, mammalogy, and/or bat survey work.

    • Experience with military Integrated Natural Resource Management Plans ( INRMP ).

    • Experience with vernal pools and fairy shrimp.

    • Knowledge and experience with range/grazing management.

     

    Preferred Job Qualifications

    Preferred qualifications include:

    • MA/MS in biology, environmental science, wildlife biology, natural resources management, or a closely related field.

    • Experience working on military lands and military conservation experience.

    • Knowledge of or experience with military Integrated Natural Resources Management Plans.

    • Experience preparing/supporting/executing Integrated Natural Resources Management Plans on installations.

    • Wetland delineation training and experience verifying and delineating wetlands using USACE data sheets. Experience with vernal pool systems is desired.

    • Experience preparing ESA section 7 consultations for U.S. Fish and Wildlife Service and National Marine Fisheries Service.

    • Experience writing Clean Water Act 404/401 permits.

    • Familiarity with the Environmental Impact Analysis Process/Program ( EIAP ) and preparing/contributing to NEPA documents.

    • Familiarity with riparian restoration.

    • Facilitate the timely review and approval of USAF work clearance permits for internal and contracted projects on Beale AFB .

    • Facilitate the environmental review of USAF work clearance permits (AF Form 103) using Air Force project and permit tracking software.

    • Coordinate with environmental Subject Matter Experts to ensure timely review of work clearance permits.

    • Track the status of all active and pending work clearance permits and projects and provide weekly updates to management.

    • Coordinate with project engineers, maintenance, construction, and other base-level Air Force departments to obtain complete and accurate project information.

    • Support the Natural/Cultural Resources programs by assisting staff biologists on natural resource project planning and implementation, data collection, wildlife surveys, habitat improvement, nature trail development, and invasive weed management.

    • Coordinate with other biologists, contractors, military personnel and the public as directed by the Environmental Office.

    • Use ESRI ArcPro software to create project maps.

    • Conduct construction site visits during and following projects to ensure compliance with environmental requirements.

    • Interpret management policies of the Air Force as they pertain to project execution and site restoration.

    • Prepare documents and provide support for regulatory field visits for Endangered Species Act consultations, Clean Water Act permits, and State Historic Preservation Officer consultations
