    Description

The Center for Scientific Review (CSR) performs a wide range of information technology-driven and support activities to further CSR's mission as the portal for NIH grant applications and their review for scientific merit. CSR receives approximately 100,000 grant applications per year and organizes peer review groups or "study sections" that evaluate research grant applications submitted to NIH. CSR additionally receives and coordinates the review of grant applications of other operating divisions within the US Department of Health and Human Services (DHHS).

CSR's mission is to ensure that NIH grant applications receive fair, independent, expert, and timely reviews, so ultimately NIH can fund the most promising research. These applications are reviewed by study sections administered by CSR's 27 branches which are presently organized into 5 CSR divisions. Approximately 470 Scientific Review Officers (SROs) coordinate the activities across the 27 branches, with assistance from administrative support staff. The SROs work in partnership with the scientific community to ensure that each scientific review group (study section) identifies the most meritorious science for recommended funding by the NIH's Extramural Institutes and Centers.

**Position Objective:** Provide services as a Management Analyst in support of the overall functions of the Center for Scientific Review (CSR) within the National Institutes of Health (NIH). As a Management Analyst, you’ll play a critical role in analyzing workflows, improving operational efficiency, and supporting NIH’s peer review process—ensuring the highest standards of integrity, timeliness, and accuracy. This role is ideal for individuals with strong analytical, organizational, and communication skills who thrive in a collaborative, fast-paced environment focused on grants, reporting, and operational performance.

    Duties and Responsibilities:

+ Perform workflow analysis and reporting for the Division of Receipt and Referral (DRR), supporting process improvements in NIH’s grant receipt and referral activities.

+ Develop, generate, and analyze monthly reports on application processing and administrative workflows.

+ Conduct data queries and trend analysis using NIH systems (e.g., IMPAC II, QVR, eRA Commons).

+ Maintain and update the DRR SharePoint site and other internal databases.

+ Liaise with NIH Institutes and Centers (ICs) to collect, validate, and analyze referral data.

+ Support quality assurance activities related to grant application processing.

+ Provide administrative support and recommendations for process enhancements based on operational data.

+ Prepare and present findings to leadership in a clear, actionable manner.

    Qualifications

    Basic Qualifications:

+ Minimum of 3 years of experience in program analysis, management analysis, or administrative operations—ideally within a research, grants, or federal agency environment.

+ Strong data analysis and reporting skills; proficiency with Excel and database tools.

    Minimum Qualifications:

+ Experience with federal grant processing, research administration, or NIH programs.

+ Familiarity with SharePoint site maintenance and document management.

+ Background in supporting scientific or technical programs in a government setting.

+ Familiarity with NIH grant systems such as IMPAC II, eRA Commons, or Grants.gov preferred.

+ Excellent written and verbal communication skills, with the ability to present complex information clearly.

+ Strong attention to detail, organization, and ability to manage multiple priorities.
