About the Work Unit

The Intelligent Transportation Systems (ITS) Project Development Unit resides within the ITS & Network Services Branch, Division of Maintenance & Operations. The ITS Branch is responsible for managing and maintaining all the technology that operates the highway system w hich entails computing, networking, applications and roadway devices.

The ITS Project Development Unit exists to support project development and delivery processes at CDOT with focus on fiber coordination, utility coordination, System Engineering Analysis (SEA) and Application project development. The Unit streamlines and ensures cohesive processes for all project managers that the ITS specialty supports. Additionally, the Unit is primarily responsible to provide excellent customer service and develop clear, concise, consistent processes that support all customers relying on the ITS & Network Services Branch. The System Engineering Analysis is a federally required process that enables CDOT to properly plan and design all technology before it is constructed.

About the Position

The System Engineering Analysis Project Manager position is the liaison between construction projects and the ITS & Network Services Branch. The SEA is federally required per 23 CFR 940. This position will ensure projects complete all necessary SEA documentation. All projects at CDOT must complete the Technology/SEA Assessment Form and then depending on the presence of technology, the remaining SEA forms such as Alternatives Analysis, Concept of Operations, System Function Requirements, Maintenance Plans, Agreements with Partners, Standard Operating Procedures. This position will review all SEA documentation, review the details of the technology being designed, coordinate review of the documents internally with ITS subject matter experts as well as other internal/external stakeholders to collect comments to ensure accuracy. This position will track all comments and ensure the comments are addressed prior to approving any SEA documents.

Your duties and responsibilities will include, but are not limited to, the following:

+ Maintain the established SEA process and promote consistency of the ITS components of projects;

+ Identify and implement process improvement and resources that enable project managers to deploy successful technology projects statewide;

+ Monitor and improve the current SEA process;

+ Interpret any changes to the federal regulations and modify the SEA process using change management methods as needed;

+ Stay up to date on the most recent standard project delivery tools currently in use at CDOT and ensure the SEA is included;

+ Create and maintain a SEA library with the appropriate file retention software;

+ Provide reporting to the Federal Highway Administration (FHWA) on current SEA statistics, as well as regular updates to executive management sponsors;

+ Publish content developed on both the external and internal facing websites which will require all documentation to be ADA compliant;

+ Work closely with CDOT's Engineering Regions to provide technology focused support as necessary;

+ Act as a resource to help explain the complexity of an ITS project to the PM by leveraging the SEA documents to guide the conversations;

+ Issue an SEA clearance for projects to proceed to Advertisement upon completion of all SEA documents on a project in order to have FHWA release funding;

+ Assist and consult as needed with the customer and/or the ITS SEA point of contact to clarify purpose and outcome of the project and to ensure the project is feasible and aligned with the ITS architecture;

+ Act as technical liaison between projects and developers, understand the IT side and project delivery to meet scope, schedule, and budget constraints;

+ Other job duties as assigned

Work Environment:

+ Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday

Minimum Qualifications

Experience Only:

Three (3) years of relevant experience in IT, Project Management, IT Project Management, Project Development, Engineering or an occupation related to the work assigned.

OR

Education and Experience:

A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in IT, Project Management, IT Project Management, Project Development, Engineering or an occupation related to the work assigned equal to three (3) years.
