Description of Job
Division of Gaming:
Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.
What we do:
+ Processing license applications and collect fees.
+ Conducting background investigations of applicants.
+ Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
+ Conducting criminal investigations into unlicensed and criminal activities within casinos.
+ Conducting compliance inspections.
+ Providing educational services to licensees and the public.
A typical day of a Compliance Investigator I:
This position conducts compliance inspections and investigations of alleged violations of Colorado Gaming Statutes, rules, and internal controls and minimum procedures to determine if administrative/disciplinary action is warranted. This position acts as an auxiliary licensing and front office administrator for the field office. The position is responsible for answering phones, transferring inquiries, processing visitors, accepting and processing applications, receiving payment for services, maintaining records, and handling customer service. This position will also perform duties that may not be present as assigned by the appointing authority or supervisor.
Primary Duties:
Regulatory Inspections and Investigations
+ Conducts comprehensive compliance Inspections to ensure that licensees, patrons, premises, records and devices are compliant with Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures.
+ Investigates all discovered and reported violations of Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures. Responds to reports and complaints of violations.
+ Position completes clear and factual reports and database entries to ensure inspections are documented and tracked.
Regulatory Enforcement
+ Initiates appropriate disciplinary action for recommendation and presentation to the Colorado Gaming Control Commission.
+ Position files, implements, and monitors enforcement action for gaming violations.
+ Testifies in court and to the Colorado Gaming Commission on all reported facts and evidence related to violations of Colorado Gaming Statutes, Rules, and Internal Controls and Minimum Procedures.
Licensing/Administrative Support
+ Disseminates information and responds to licensing inquiries and requests from the public, licensees, license applicants, Division staff, and others, through interpersonal contact, telephone contact, written correspondence and email.
+ Checks voicemail of main line, returns calls, and/or refers complaints to the appropriate section(s) or the Division Director.
+ Performs front counter function which include but is not limited to: checks in occupational and business license applicants; receipts funds received for applications; answers a multi-line phone system; answers questions from the public, local licensing authorities and other stakeholders; tracks and follows-up on all correspondence with licensees; refers licensees and the public to the Division’s website and advises where questions can be emailed.

+ Provides training and delivers presentations to internal and external sources.
+ Maintains required certifications and stays proficient with necessary state systems.

MINIMUM QUALIFICATIONS:
Experience Only:
Five (5) years of relevant experience in compliance or investigative experience in a regulatory environment.
OR
Education and Experience:
A combination of related education and/or relevant experience in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, economics, accounting, finance, psychology, sociology or a closely related field as determined by the Department. equal to five (5) years

Special Qualifications:
+ Applicants must successfully pass a background investigation and a tax check prior to appointment to position in the Gaming Division.
+ Must possess and maintain a valid Driver's License (at the time of application).
Preferred Qualifications:
The preferred candidate will possess the following qualifications:
+ Experience interpreting and applying statutes and regulations.
+ Experience working in a highly regulated industry that prioritizes public safety.
+ Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
+ Experience in public sector or interacting with government organizations.
+ Outstanding candidates will have recent experience with: investigations involving public safety and researching databases.
+ Proficiency in Google Suite.
+ Proficient in Microsoft Word and Excel.
+ Excellent oral and written communication and interpersonal skills.
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

+ Have an assigned State fleet vehicle
+ Are required to operate a vehicle as part of the position
+ Utilize a State fleet vehicle as a pool vehicle
