Responsibilities The primary purpose of this position is to serve as an Air Reserve Technician (ART} Officer, it is the Executive Officer, in the Command Section of an Air Force Reserve Wing. The position is responsible for administering and directing the wing's executive support functions and insuring that day-to-day operations comply with the policies of the senior ART and command. Additionally, provides training to reservists in the tasks of the position. RESPONSIBILITIES: 1. Serves as the executive advisor on programs and initiatives within the wing. Monitors the effectiveness and status of wing programs and activities by reviewing program status documents; internal metrics and/or productivity reports; management indicators; inspections, staff assistance, and audit reports; and from visual observations and personal contacts with the wing staff and operating personnel. 2. Performs a variety of staff studies relating to the management of the wing. Evaluates program effectiveness and provides data required to support current or future plans and operations. 3. Plans/conducts staff meetings as directed. Obtains necessary background information, materials, and data to insure complete coverage of issues. Follows-up on open action items/issues to be taken by others and advises supervisor. 4. Manages wing resources for executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives. 5. Responsible for the inspection program for the ART element. Plans and directs inspection activities. Represents the senior ART commander in all matters pertaining to inspections and keeps him fully informed. 6. Implements security measures in compliance with regulations and monitors measures to assure effectiveness. Investigates, violations of security regulations, involving ART personnel. Carries out responsibilities as investigating officer as directed Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management. SPECIALIZED EXPERIENCE: One year of specialized experience which includes performing work with the in-depth knowledge of organization, programs, missions, and functions of the AF Reserve Wing, and the relationships of administrative support activities to such missions, as applied to accomplishing various assignments involving issues affecting the wing. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/ organizational techniques, and military command are applied in accomplishing work assignments. This definition of specialized experience is typical of work performed at the GS-11 or above grade/level or equivalent position in the federal service. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the over all mission, functions, operations and organization; and a variety of principles and processes applicable to the work operations of a military wing or equivalent. 2. Knowledge of analytical, evaluative, planning and investigative processes, techniques and methods as applied to issues or studies involving administrative or support functions. 3. Knowledge of the laws, regulations, policies and precedents applicable to wing programs and related support resources or equivalent. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to communicate effectively both orally and in writing.6. Ability to plan, organize work, and manage multiple taskings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
