Job Description
The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
The Department of Technology Management and Budget (DTMB) is seeking a dynamic, forward-thinkingChief Security Officer (CSO)to join its executive leadership team. Reporting directly to the Chief Information Officer, the CSO serves as a Senior Deputy Director and a key advisor to the Executive Office of the Governor, the Director of DTMB, and the CIO. This pivotal role is responsible for shaping and executing the Department’s cybersecurity vision, strategy, and policy in alignment with its overall mission and strategic objectives.
As a member of DTMB’s senior management team, the CSO plays an integral role in guiding a $1.9 billion budget and contributing to the development of policies, directives, and organizational structure. The CSO leads the Cybersecurity and Infrastructure Protection (CIP) Bureau—one of four central pillars of DTMB’s enterprise IT structure—with a dedicated $70 million budget and a team of nearly 130, including both state employees and contract staff.
Key Responsibilities:
+ Provide strategic leadership and vision for cybersecurity and infrastructure protection across all 19 State of Michigan Departments, supporting 48,400 employees and their digital services for 10 Michigan million residents.
+ Serve as Deputy Director of IT for one of DTMB’s four centralized IT pillars, collaborating with other departments to ensure alignment with agency business needs.
+ Advise the Executive Office, Director, and CIO on cybersecurity policies, emerging threats, and risk mitigation strategies.
+ Oversee the development, implementation, and continuous improvement of enterprise-wide cybersecurity and infrastructure protection programs.
+ Foster partnerships and coordinate initiatives with internal teams, state and federal agencies, external partners, and third-party vendors.
+ Represent DTMB on cybersecurity and infrastructure protection committees, the Michigan Homeland Security and Emergency Management Board and programs at the local, state, and national levels.
+ Ensure all cybersecurity and protection programs align with legal, regulatory, and compliance requirements.

Vacation and Sick Leave:Eligible full-time employees receive between15 and 35 personal daysand 13 sick daysper year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.
Paid Parental Leave:Eligible employees can take 12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.
Paid Holidays:Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
Bonus Programs:Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.
Military Pay Differential:Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay.
