Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Principal Material Planning & Control Specialist will report directly to the CP100 Quality Grade Staging & Lab Support Supervisor II to support UCEP purchasing and oversee the UCEP Material Staging and Support Yard Team. This includes expediting those material orders to ensure project milestones are not delayed. The reporting location will be Area 1 Pulse Facility UCEP Yard.
Key Responsibilities:
+ Mentor and provide leadership to bargaining and non-bargaining personnel.
+ Ensure work packages are in place for operations and all work tasks are follow out on accordance with the work package.
+ Provide company requisitioning support for complex projects which includes the management of materials and establishing adequate lead time according to job or project priorities and material availability.
+ Manage Quality Grade and General Services storerooms for projects.
+ Compile and maintain records and provide status reports on the materials requisitioned for job projects.
+ Provide staff leadership for material or property disposal activities.
+ Provide input into the Teamster CEEP process.
+ Establish metrics and goals.
+ Implement company policies and establish department procedures for implementing management directives and meeting contract requirements.
+ Responsible for meeting the assigned budget while balancing personnel and resource needs to meet project deliverables.
+ Represent the department at meetings regarding operations.
+ Responsible for submitting Quality Grade material purchases and, monitoring inventory, and assuring the job or project material needs are being met.
+ Expedite the flow of materials from requisition through delivery to the job or project.
+ Perform Subcontract administration.
+ Provide technical guidance on material administration and accountability.
+ Advise supervisor and represent the section at meetings regarding operations.
Qualifications
+ Bachelor’s degree in field or equivalent training and 8 years relevant experience in purchasing material control and planning.
+ Able to develop department objectives and formulate strategies for improving operations/processes.
+ Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.
+ Possess high level interpersonal communication skills of an influencing and motivating nature to interface effectively with all levels of management, Matrix organization personnel, and other supply chain departments.
+ Possess the ability to understand complex data, terminology, procedures, laws, and regulations related to department operations.
+ Able to utilize independent judgment, creativity, and initiative to evaluate alternative methods of solving problems, achieve problem resolution, and ensure that requirements are met efficiently and on time.
+ Experience and proficiency with material management, procurement, inventory, or property systems.
+ Possess excellent organization skills.
+ Experience with material accountability and control processes.
+ Experience with acknowledging, preparing and fulfilling purchase requisition.
+ Ability to perform Subcontract administration.
+ Proficiency in computer software products such as Microsoft Office, Excel, Word, inventory systems, etc..
+ The primary work location will be at the PULSE in Area 1 at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
+ Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change) and will be require weekend work when demanded by project schedules.
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $99,790.57 - $152,180.63.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
