    Summary This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (CAO). The incumbent serves as the Chief Artificial Intelligence Officer (CAIO). The position advises the CAO and the AOC Senior Leadership team on the safe, effective, trustworthy development and use of artificial intelligence (AI). Responsibilities Our employees are passionate about AOC’s mission to serve Congress and the Supreme Court. AOC is a legislative branch agency and the recognized authority on the preservation, maintenance and construction of the world’s most iconic treasures and buildings on Capitol Hill. As a global destination for thousands of visitors every day, Capitol Hill intersects history, architecture and art with the birthplace of our nation’s laws. The position advises the CAO and the AOC Senior Leadership team on the safe, effective, trustworthy development and use of artificial intelligence (AI). This position establishes and maintains AI governance and plans, advocates for responsible AI adoption, leads AOC AI and Data Governance Working Groups and Committees, collaborates with other Federal agencies, manages and supervises the assigned division staff consisting of professional personnel. The incumbent is further responsible for the oversight of processes to achieve compliance with relevant AOC orders, Federal statues, regulations and guidelines to enable responsible use of AI and analytics in the agency. Specific Duties Include: Leadership and Managerial Management (25%) Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language. AI and Data Governance (25%) Coordinates agency use of AI. Serves as Senior Advisor. Maintains awareness using AOC AI Use Case Repository. Develops compliance plan. Develops and manages an AI foundation model and strategic plan that aligns with the agency’s digital transformation roadmap and business goals. Develop CAO Data Governance strategy and execution plan to ensure alignment between data stewardship, analytics and AI capabilities. Develops, updates and maintains AOC AI policy. Develops, as appropriate, AI-enabling enterprise infrastructure, Cybersecurity safeguards, workforce development measures, test case development, training, metric development, policy, and other resources to promote AI innovation. Communications (25%) Develops and promotes responsible AI innovation across AOC organization. Identifies and prioritizes appropriate use of AI projects, technology platforms/tools, and prototypes. Identifies and removes barriers to AI-enabled infrastructure, workforce, policy, etc. Advocates the opportunities and benefits of AI to the AOC mission. Advances AOC objective to increase the use of data, analytics, and AI in improving the quality and efficiency of decision making at all levels. Risk Management (25%) Identifies and manages the variety of risks that AI presents to Federal agencies. Works with senior leaders on processes, measures and evaluations of AI projects. Oversees agency compliance with AI policy. Conducts risk assessments that leverage the NIST AI Risk Management Framework and identifies appropriate mitigation strategies. Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. It is available for your review on the OPM web site at OPM qualification standards Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable, candidates must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service OR equivalent level in the private sector, military or other. Examples of specialized experience include the following: (1) Leading and managing efforts involving AI or IT committees, working groups, budget and workload. (2) Demonstrating critical AI or IT experience with the ability to identify and mitigate risks; (3) Developing and managing an AI or IT foundation model and strategic plan; (4) Providing administrative and technical leadership or supervision of subordinate staff; (5) Establishing and integrating performance measurement processes into the operations of the organization, continuous improvement, and quality services. In addition to meeting the specialized experience stated above, applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail -Is thorough when performing work and conscientious about attending to detail. Customer Service -Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication -Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem-Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education A degree in Information Technology or related field from an accredited college or university is preferred. Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected. Transcripts must be provided if selected.
