The **Sr. Engineering Manager** will provide professional engineering research and program management support and assistance necessary to aid in the mission accomplishment of the Airman Systems Directorate, Airman Biosciences Division 711 Human Performance Wing (HPW) Human Effectiveness Directorate (RH)/Airman Biosciences Division (BA), Airman Readiness Optimization. The Airman Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation.
Responsibilities
+ Assist with technical and program management activities including AF budget/financial assessment and support obligation and expenditure reporting to include communicating with financial support staff; and contract development, management, and reporting to include verification of deliverables against contracts; procuring/receiving supplies/equipment; technical writing; noting and reporting program contractual discrepancies; communicating and coordinating contractual activities to appropriate parties.
+ Assist designated 711HPW/RHB technical professionals and management collecting procurement requirements, developing procurement packages, and disseminating information to include, project/program briefings, cut-off dates for submitting supply and equipment requirements, and changes or proposed changes to procedures affecting AFRL/711HPW supply support services.
+ Assist with compliance of policies, procedures, standards, and regulations in support of the 711HPW contracting and procurement processes.
+ Assist in drafting a WBS along with engineering plans and assist with technical execution for each effort.
+ Assist with contracting and procurement data maintenance created for Government use or legally controlled by the Government in support of the functional activity, or required by AF publication, IAW with the AF records management procedures in AF Instruction (AFI) 33-322, Communications and Information and the Air Force Records Disposition Schedule.
+ Support the maintenance and updates of 711HPW/RH Project File System.
+ Provide and maintain purchase transaction statistics to resource managers and program management, as requested.
+ Assist with budget tracking, guidance of schedule, and assessing the performance of bench level engineering.
+ Provide capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the 711HPW/RHB portfolio program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
+ Assist with drafting of technical writing, to include but not limited to, technical reports, proposals, presentations, and deliverables.
+ Perform and complete assignments involving work with multi-disciplinary and dynamic groups.
+ Establish and maintain a constant and effective working relationship within the division, the directorate, 711 HPW, MAJCOMs, Air Staff, academia, business, and industry customers, partners and stakeholders for coordination, support, and changes to the scope of assigned work.
+ Provide briefings and tours related to designated work.
+ Maintain effective working relationships with principal investigators, other program managers, researchers and support staff involved in the acquisition of medical systems and conduct of medical research.
+ Recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions for DoD modernization needs, and provide resource analysis support for execution of research and development projects.
+ Other duties as assigned.
Qualifications
+ Bachelor’s degree in a technical science or engineering discipline.
+ Minimum five (5) years of experience in acquisition or engineering project/program management experience for the Department of Defense (DoD).
+ Minimum two (2) years of experience managing military system development programs, including performing design reviews, risk management strategies, DoD stakeholder engagement, and advanced technology or system demonstration, test, and evaluation.
+ Minimum ten (10) years of DoD Engineer experience Preferred
+ Minimum five (5) years of DoD Program Management experience Preferred.
+ Possess and maintain anActive Clearance Preferred
Knowledge, Skills and Abilities
+ Ability to obtain a Secret Clearance
+ Ability to effectively communicate technical information to diverse audiences (technical, sensitive, controversial), including experience delivering briefings to senior military leaders and supporting project/program reviews.
+ Demonstrate strong listening skills, attention to nonverbal cues, and proactive identification and resolution of communication issues.
+ Ability to create clear and concise technical reports and presentations, ensuring accuracy and clarity in conveying complex information.
+ Knowledge of industry acumen to assist with compliance of policies, procedures, standards, and regulations in support of the DAF.
+ Possess the technical and analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and recommend action based upon application or interpretation of established guidelines.
+ Ability to work independently and complete tasks without extensive guidance; attention to detail; extensive organizational skills & ability to set and achieve goals; initiative in performing tasks; ability to follow-up complex projects; ability to professionally interact with all levels of personnel.
+ Proficient in Microsoft software programs for example Word, Outlook, PowerPoint, Excel, OneNote, and Project.
+ Familiarity with military and medical terminology demonstrated by experience Preferred.
