    Description

    Under direction, plans, organizes, and directs the full-scope of operational activities of a multidisciplinary team which provides integrated behavioral health services within primary care to ambulatory care patients across the county and performs related duties as required.

     

    The ideal candidate will be a licensed clinician who possesses the ability to plan, organize, and supervise the management of Behavioral Health Integration programs, as defined below, involving high levels of coordination, community visibility, and strategic planning, demonstrates expertise in budgetary analysis, organization, staffing, work measurement, and other management systems supporting line operations for large-scale initiatives, and has in-depth knowledge of behavioral health screening, assessment, treatment, and case management practices. They will excel in staff supervision, uphold personnel practices, and ensure compliance with medical record standards while providing active and positive leadership. Additionally, the ideal candidate will have experience monitoring and reporting on team performance, including metrics related to electronic health records, client outcome goals, productivity, expenditures, and revenue, be knowledgeable about quality improvement processes, possess experience working with patients who have various chronic health conditions, and be bilingual in English and Spanish to effectively serve diverse communities.

     

    The work is characterized by the mix of journey/advanced journey level service activities and supervisory responsibility of assigned programs.

     

    Behavioral Health Clinic Administrator II ( $88,248.09 - $123,559.44 Annually) is the journey level classification in this job series. Incumbents plan, organize, and supervise the management of large programs involving higher levels of coordination, community visibility and/or planning.

     

    Behavioral Health Clinic Administrator III ( $101,250.49 - $141,764.60 Annually) is the advanced journey level classification in this job series. It is distinguished from levels I and II by additional duties involving budgetary analysis, organization, staffing, work measurement and other management systems in support of line operations of larger programs.

     

    EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

     

    DEPARTMENT/AGENCY: Health Care Agency – Ambulatory Care - Behavioral Health Integration (BHI) program

     

    Behavioral Health Clinic Administrator II and III are Management classifications and are not eligible for overtime compensation.

     

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only, which is a Regular position. There is currently one (1) vacancy.

     

    NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

    Examples Of Duties

    Duties may include but are not limited to the following:

    + Within the scope of a licensed clinician and/or area of expertise, provides oversight and supervision of a multidisciplinary team responsible for providing behavioral health integration services to clients within a primary care setting;

    + Supervises the screening and triage of new clients, coordinates delivery of services by multidisciplinary team; oversees case discussions, reviews client charts to ensure compliance with state and department policies and process;

    + Sets performance standards and continuously evaluates outcomes within the scope of increasing clinical and professional expertise;

    + Selects, trains and supervises multidisciplinary staff;

    + Supervises the collection and entry of all client and cost data needed to evaluate outcomes and cost-benefit, including reviewing charts, ensuring timely client documentation, and compiling reports on clients served and treatment outcomes;

    + Collaborates with the Behavioral Health Manager and Ambulatory Care Quality Department to develop and monitor workflows and procedures to support in meeting various health-related quality metrics. Coordinates with other teams and system resources on behalf of clients and clinic staff to improve interagency collaboration;

    + Prepares written monthly management information reports reflecting team's performance on client outcome goals, productivity, expenditures, and revenue;

    + In collaboration with leadership, identifies possible and actual program and operational problems and assists in the development and implementation of new policies and procedures to resolve them. May carry a clinical caseload and provide clinical coverage based on programmatic needs; and

    + Performs other duties as required.

    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:

    Considerable and progressively responsible behavioral health experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities can be obtained by considerable experience in mental health or addiction practice equivalent to:

     

    Clinic Administrator II: Two (2) or more years of behavioral health program experience related to designing, delivering, managing, or evaluating mental health services or initiatives

     

    Clinic Administrator III: Three (3) or more years of behavioral health program experience related to designing, delivering, managing, or evaluating mental health services or initiatives

     

    At least one (1) of those years being completed in a Behavioral Health Integration (BHI) program

     

    Note: Behavioral Health Integration (BHI) refers to the systematic coordination of mental health, substance use, and behavioral health services into primary care, specialty medical care, or other healthcare settings. Rather than treating mental and physical health separately, BHI recognizes that mental health and physical health are deeply interconnected — and seeks to treat the “whole person.” Put simply, BHI means embedding behavioral health care into medical settings so patients can get comprehensive care in one place.

    NECESSARY SPECIAL REQUIREMENTS:

    + Licensed as a Clinical Social Worker, Clinical Psychologist, Professional Clinical Counselor, or Marriage and Family Therapist in the state of California

    DESIRED:

    + Experience monitoring and reporting on team performance including electronic health record, client outcome goals, productivity, expenditures, and revenue

    + Experience with quality improvement processes

    + Experience working with patients with multiple chronic health conditions

    + Possession of a valid California driver license

    TRAINING & EXPERIENCE EVALUATION:

    A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire.
