About the Role
Reporting to the Chief and Deputy Chief of Construction, and under the direct supervision of the Engineer of Construction (EOC), the Resident Engineer will be responsible for the day-to-day management of contractor activities at the assigned PA facility. The Resident Engineer will act as the construction manager for Stage IV construction and oversee the schedule and budget in adherence to the contracted scope for all construction projects assigned to the facility under his/her supervision. Managing the day-to-day contractor activities will include coordination with Facility Operations, monitoring construction inspections, and performing contract administration procedures to ensure that construction is completed within budget and the contractual schedule, and that construction is performed safely and in accordance with all approved documents.
This position will be initially located at the George Washington Bridge Resident Engineer’s Office located in Englewood Cliffs, New Jersey but can be relocated to any other PA Facility within the Port District depending on CMD workload demands.
Responsibilities
Responsibilities include but are not limited to the following:
+ Supervising a staff of Engineers, Inspectors and Administrators who assure the overall quality of the installed product.
+ Monitoring contractoradherence to plans, specifications andapproved shop drawings; assuringconstruction methods are properly coordinated with Facility Operations and are performed safely; administering contracts within PA standards; investigatingconstruction problems and determining the need for extra work.
+ Representing theEngineer of Constructionduring theirabsencein facilitatingoffice correspondence,including, but not limited to, contract changes, approving contractors’ work and verifying payment applications, reviewing daily narratives and special inspection reports, and othercontract requirements as needed.
+ As the Stage IVConstruction Manager, responsible for overall construction schedule and Stage IV staff and construction budget expenditures including approval of payments to contractors, the negotiation of change orders and the settlement of potential contractor claims.
+ Reporting regularly on construction project status to the Engineer of Construction and Executive staff members, as requested.
+ Following and enforcingthe ConstructionManagement Division’s administrative procedures and policies.Mentoring and training staff to successfully achievethe EngineeringDepartment’s business objectives.
Minimum Qualifications
+ Musthave at leasteight(8) years of Construction Managementexperience at the time of appointment to the position, includingthree(3) years’ experience as an Assistant Resident Engineer or equivalent experience.
+ Demonstrated satisfactory experience managing a staff of Engineers and Construction professionals as an Assistant Resident Engineer.
+ Must possess aBachelor Degree in Engineeringor Architecturefrom an accredited college or university.
+ Must have a valid driver’s license.
Desired Qualifications
+ Registered Professional Engineer or registered Architect in New York or New Jersey and/or Certified Construction Manager certification (CCM) is desired.
+ Demonstrated knowledge and implementation of Construction Management Division (CMD) strategies,processes and procedures in a variety of construction types; especially in bridges and roadway construction includingexperience with roadway closures and maintenance and protection of traffic.
+ Excellent oral and written communication and presentation skillsutilizing Microsoft software.
+ Strong problem-solving and decision-making skills as evidenced from experience in managing and settling contractor disputes.
+ Demonstrated experience of monitoring actual expenditures and schedules against budgets and forecasts.
+ Demonstrated experience supervising and coordinating Port Authority construction projects at active facilities.
+ Demonstrated experience managing a team of engineers and inspectors ofpermanent andconsultant staff.
+ Demonstrated knowledge of WINTRAK.
+ Demonstrated knowledge of theReflectiveprocess, along with efforts to maintain current reviews for each subordinate.
