Executive Director of Facilities Administration and JOC Program
POSITION DETAILS
Reporting to the Associate Vice Chancellor (AVC) of Facility Operations and Emergency Response, the Executive Director of Facilities Administration and JOC Program oversees all aspects of facility services administration and the JOC (Job Order Contract) program. This position will be critical in implementing efficient Facility Operations Emergency Response, and overall program administration, while collaborating with four Executive Directors (EDs) who will lead regional maintenance hubs. The newly envisioned maintenance hubs will ensure a standardized professional level of facility operations and centralized oversight for the maintenance and upkeep of CUNY’s portfolio of 300 buildings and 26M square feet of educational facilities.
Specifically, this ED position will provide leadership and direction for all administrative functions of the building maintenance operations at the four regional facilities, maintenance hubs/regions, and support administrative departments at the central office. The incumbent will also collaborate with the regional hub’s ED, colleagues of Facility Operations, Maintenance, and Emergency Response, and various university departments to implement best practices in the administration of the facilities management to ensure compliance with all regulatory requirements.
Responsibilities include, but are not limited to:
+ Oversee the day-to-day administrative functions of centralized facility administration and management offices responsible for various human resource and business functions, such as labor relations, benefits, budget, procurement, accounts payable, time keeping, payroll, and others as appropriate.
+ Partner with the AVC and hub EDs to develop and standardize routine and preventive maintenance programs across the university regions; oversee budgeting, accounting, and expenditures of the maintenance operations within the respective areas.
+ Collaborate with hub EDs and the AVC to identify, negotiate, manage, and monitor the centralized service contracts with vendors and service providers to ensure delivery of quality service and compliance with contractual agreements, ensuring efficient and cost-effective services to university facilities.
+ Lead ongoing collaboration and coordination efforts with hub EDs in developing and implementing facility plans, including maintenance, space utilization, and improvement projects.
+ Partner with the VC, AVC, and hub EDs to identify and prioritize campus needs and improvements that support regional growth and operational efficiency.
+ Build and maintain positive labor relations for facilities administration, partner with regional hub EDs, union, and non-union personnel to address and resolve workplace issues.
+ Collaborate regularly to identify and develop policies and programs that promote effective labor relations and a positive workplace culture.
+ Manage the utilization of facility technologies as envisioned and directed by the VC and AVC; coordinate with university facilities and information technology leadership to ensure that technology needs, policy, and standards are formulated while adhering to university cybersecurity and technology use standards.
+ Collaborate with hub EDs in establishing effective programs for managing emergency response plans, protocols, and procedures in response to facility emergencies across the regions, ensuring safety and compliance, and coordinating with university facilities and environmental health and safety leadership.
+ Establish oversight and program administration of FPCM’s Facility Services Job Open Contract (JOC) program.

Until further notice, this position is eligible for a hybrid work schedule.
QUALIFICATIONS
Minimum:
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a bachelor's degree and eight years of related experience.
Notwithstanding the foregoing, all applicants for this position must possess the following qualifications
+ Bachelor’s degree in In Engineering, business administration, or a facilities-related field, and eight years of relevant experience
Preferred:
+ Master’s degree in mechanical/electrical engineering or related field.
+ 7+ years of facility operations experience with an understanding of building engineering components, construction, and maintenance standards
+ 5+ years of professional engineering experience, including at least 2 years at a supervisory or managerial level in an engineering or facilities Management firm, public agency, or related entity.
+ Experience in: project management, routine maintenance, preventive maintenance, and construction economics, cost life cycle analyses, and fiscal management.
+ Knowledge of:
+ Related legislation, regulations, New York City and New York State codes and Board policies, procedures, and collective agreements
+ Maintenance contacts management
+ Prior experience working with unionized organizations.
+ Project Management Professional (PMP) Certification.
+ Valid New York State Professional Engineer’s License.
+ Ability to lead and oversee teams and use strategic and tactical judgment to make decisions and manage various situations.
+ Strong technical and analytical skills.
+ Prior experience promoting equitable practices which value inclusiveness and diversity.
+ Proficiency with Microsoft Office Suite (Outlook, Excel, Word), databases, project management, and presentation packages.

COMPENSATION AND BENEFITS
Salary range is **$180,000 - $200,000,** commensurate with commensurate with credentials, education, and experience.
