    The DNR is currently seeking a Fisheries Habitat Manager. This position exists to accelerate fisheries habitat implementation in public waters and associated public lands through implementation of aquatic habitat plans and leadership of aquatic habitat staff. The incumbent will direct, plan, develop, administer, and evaluate funding mechanisms so that statewide fisheries habitat implementation meets guidelines, goals, and objectives for lakes and streams, and their watersheds. The position also assists the Division of Fish and Wildlife's Fisheries Management Section Manager with administrative, supervisory, and legislative responsibilities so that Division programs and policies are effectively funded and delivered.

     

    This position's preferred location may be Central Office (St. Paul), Bemidji, Grand Rapids, New Ulm, Sauk Rapids or Brainerd fisheries office. Final determination of location will be based on the candidate preference and space availability.

     

    This position has a flexible work arrangement and may be eligible to telework on a part-time basis. If approved, the employee would be required to complete a telework agreement.

    Responsibilities include:

    + Manage appropriation budgets and fiscal activities and provide leadership and direction to program staff to manage funding proposals for habitat implementation from the Legacy Amendment and other sources as available. Assist the Fisheries Management Section Manager in preparation of biennial Game and Fish Fund budgets, budget initiatives, and fiscal reports so that Fisheries habitat programs are adequately funded and supported.

    + Manage, supervise, and coach a well-qualified staff to advise, monitor, and support the Fisheries Habitat Program and to represent Fisheries habitat programs to the public and other agencies.

    + Participate in agency-wide management and provide leadership as assigned so that FAW Division and Department goals and objectives for the benefit of Fisheries and aquatic resources, resource users, and the general public are met.

    + Implement Fisheries habitat programs for lakes, streams, and watersheds and coordinate and communicate these programs with constituent groups, other Department disciplines, other government agencies, media, and the legislature.

    Minimum Qualifications

    Bachelor’s degree in Fisheries, Aquatic Sciences, Fisheries Management or closely related area.

     

    Three (3) years of advanced supervisory experience directing and supervising fisheries management or research sufficient to advise, monitor and support section operations.

     

    Academic knowledge and advanced professional experience in the natural resources management field sufficient to direct activities of staff, evaluate success of efforts, recommend changes in policy, or design new policies and/or budget adjustments that would enhance regional and statewide programs and operations.

     

    Demonstrated management and/or leadership skills.

     

    Knowledge of government budgeting and financial processes to ensure funds are properly administered, needs are accurately assessed and represented in the appropriate processes, expenditures of funds are appropriate, interpret budget reports, and articulate budget proposals.

     

    Knowledge of strategic and operational planning procedures sufficient to participate in the development of unit plans, evaluate recommendations and explain proposals, and report to staff, peers, and superiors.

     

    Demonstrated leadership, organizational and interpersonal skills to direct, develop and engage staff.

     

    Demonstrated ability to collaborate with a wide variety of stakeholders; experience building and maintaining effective working relationships with internal and external partners within the space of equity and inclusion.

     

    Demonstrated ability to effectively work in a team environment by incorporation of multi-disciplined interests into decisions and actions.

     

    Skills in conflict management and consensus building with diverse groups in order to solve difficult and sensitive problems.

     

    Management skills to analyze and resolve ambiguous or controversial situations and make difficult decisions.

     

    Communication skills sufficient to effectively communicate and present complex information to a wide variety of audiences.

     

    Ability to create a respect- and safety-focused culture that empowers staff to carry out the Department’s mission and fosters an environment of positive accountability for performance.

    Preferred Qualifications

    Managerial experience in administering and delivering multiple programs.

     

    Breadth of experience in natural resources management.

     

    A working knowledge of other disciplines such as wildlife, forestry, forest ecology, shallow lakes management, soil conservation, and hydrology to guide the development of partnerships and projects.

    Additional Requirements

    This position requires an unrestricted Class D Driver's License with a clear driving record.
