    This position provides leadership and technical expertise in the administration of integrated behavioral health services policy. This position is responsible for developing, advancing, implementing, and communicating integrated behavioral health policy for the State’s Medical Assistance (Medicaid) programs. In collaboration with the CCBHC implementation and policy team, this position works directly with behavioral health providers to achieve state and federal requirements to successfully implement and operate as a certified community behavioral health clinic (CCBHC) or their designated collaborating organization (DCO).

     

    As part of the CCBHC implementation and policy team, the primary purpose of this position is to coordinate across the DHS Licensing Division, the Health Care Administration, and within the Behavioral Health Administration for the statewide expansion of the CCBHC model. The person in this role works to ensure that behavioral health programs meet state and federal program standards and identifies opportunities to update standards to reflect best and/or community practice towards statewide implementation of CCBHC services while building upon the state’s participation in the Section 223 federal demonstration.

    This position will be expected to perform or direct the following activities as a member of the CCBHC implementation and policy team:

    + Lead oversight and monitoring of CCBHC provider standards across existing and new providers.

    + Oversee the program application, certification, and recertification processes.

    + Support the CCBHC implementation and policy team by providing analysis and documentation of best practices from other licensing/certification processes, professional literature, and stakeholder input.

    + Support operational activities across the DHS Licensing Division, the Healthcare Administration, and the CCBHC implementation and policy team.

    + Communicate with other teams, divisions, administrations, and other state agencies (MDH/MDE) and professional boards as it relates to aligning program or individual licenses, certifications and enrollment standards.

    + Plan or arrange technical assistance and training for CCBHC providers, potential CCBHC applicants (including CCBHC/DCO contractual partners), CCBHC governing bodies (including boards and advisory committees), and other interested partners/stakeholders.

    Minimum Qualifications

    Three (3) years of highly skilled experience conducting assessment and reviewing treatment programs for specific behavioral health needs.

    Experience must demonstrate:

    + Knowledge of federal, state, and county government, laws, rules, regulations, and guidelines regarding Medical Assistance or other State Medicaid programs.

    + Thorough understanding of state licensing standards for mental health and substance use treatment programs.

    + Ability to organize, research, reference, and document analysis of information submitted by programs or applicants.

    + Skills providing technical assistance and/or trainings to support programs and services.

    + Experience using MS Office Suite and video conferencing programs along with MS PowerPoint and SharePoint.

    + Must have a valid driver’s license for statewide travel. _(Government vehicle available for business purposes.)_

     

    _*Bachelor’s degree in human services, social work, psychology, or another related fields may substitute for one (1) year of work experience._

     

    _**Master’s degree in human services, social work, psychology, or another related fields may substitute for two (2) years of work experience._

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Understanding of planning and process improvement methodologies.

    + Trained at facilitating group dynamics and coalition building to reach a consensus.

    + Strong human relations and communication skills; communicate clearly both verbally and in writing; respond openly to requests and concerns.

    + Ability to give presentations and to facilitate discussions to guide, solicit and explore diverse perspectives.

    + Experience managing operations and compliance functions in mental health and substance use treatment programs.

    + Trained as a Mental Health Practitioner, Licensed Mental Health Professional, or Clinical Trainee.

    Physical Requirements

    + This position requires the ability to lift/carry up to 25 lbs. intermittently.
