    This position exists to guide and direct public outreach and engagement efforts in the Metro District, including developing public engagement plans with planning, project, area engineers and program managers; managing public engagement, communications-and marketing-related contracts; producing media to inform and engage the public on a variety of channels; and engaging the public directly. This position serves as the principal contact and spokesperson for news media in regard to policy, actions and events. The position uses communication skills, human understanding, and a commitment to diversity, equity and inclusion to effectively engage the public in order to advance the mission of the Department. This includes:

     

    + Developing communications and public engagement plans with planning, project and program managers

    + Taking technical information and communicating it in Plain Language to inform and engage the public in a variety of settings and media (news and media, broadcast coordination and video, graphic design, photography, coordination of engagement for major public events and special projects, digital media)

    + Engaging the public directly.

     

    The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

     

    This position is located at district headquarters in Roseville and has the flexibility to work in the office or a hybrid schedule that includes in office and teleworking time. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

    Minimum Qualifications

    Two years of advanced professional (10L or higher) experience:

    • Developing strategic communications plans and/or strategies.

    • Developing communications materials for a variety of media, such as newspapers, radio and television, websites, email alerts and social media.

    • Using software sufficient to prepare and deliver essential communications (e.g., Web-based software, graphics programs, Microsoft Office products).

    • Public speaking sufficient to develop and deliver effective speeches, talking points and strategies.

     

    Note: A Bachelor’s or Master’s degree in Communications or a closely related field substitutes for six months of advanced professional experience.

    Preferred Qualifications

    • Public sector Public Affairs, Engagement, Marketing or Communications experience.

    • Experience partnering with businesses, community organizations or government agencies on outreach, engagement of communications strategies

    • Experience managing, consulting and working collaboratively on high-profile, strategic communications efforts.
