Job Description
The purpose of this position is to provide Human Resources Business Partner (HRBP) Services for employees. This position performs professional personnel administrative functions in the areas of classification, recruitment, selection, onboarding, orientation, benefits administration, leave of absence management, and workers compensation administration, and serves as college’s designated department insurance representative (DDIR). The position also coordinates salary placement for staff. The HR Specialist 2 collaborates with internal clients including administrators, supervisors, and employees to provide resources, guidance, and consultative services within human resources areas. This position administers bargaining unit contracts and plans by providing employee and labor relations advice. Develops and monitors efficient Human Resources processes and procedures and partners with division leaders to assess and monitor progress toward attaining strategic goals and objectives. The HRBP will investigate complaints of employee misconduct. Serve as the campus ELM Coordinator and assist HTC management with college-wide training initiatives, including overseeing the performance management process. This position will serve as the primary Workday payroll data reporting expert. This position will serve on campus committees, review policies/procedures, and promote and partner with Equity and Inclusion.
The position reports to the Vice President of Human Resources and is considered confidential as defined by M.S. 13.37.
PRINCIPLE RESPONSIBILITIES AND RESULTS:
1. Provide expert employee and labor relations advising and expertise for employees, supervisors and managers to ensure consistent practices, contract compliance, and a culture of fully engaged high- performers, as well as understanding of and compliance with employment laws and regulations, college and MinnState policies, bargaining agreements and personnel plans. Examples of this work include but are not limited to:
+ Serve as resource to management team for labor relations information, as defined in M.S. 13.37, used in collective bargaining. Has access to documents/data containing labor relations information as defined by
+ M.S. 13.37.
+ Manage and foster positive relationships with labor unions, business agents, and stewards. Act as primary contact in management/union communications. Receive and respond to level 1 employee grievances when appropriate.
+ Manage the performance management process, including coaching supervisors and employees with regard to performance management and progressive discipline processes.
+ Conduct investigation interviews, write investigation reports and response recommendations for the campus decision-makers. Engage in any disciplinary processes resulting from investigations.

2. Manage and track data-driven HR metrics regarding all Workday payroll reporting and communicate results to support leadership’s decision-making process. Produce Workday payroll data for internal and external clients and support leadership’s efforts to make data driven decisions. Respond to information requests from internal and external clients as they relate to payroll metrics. Serve as primary liaison between HTC and the HR Service Center.
+ Complete payroll process for the college
+ Issue notices for payroll adjustments, proper coding and processes.

3. Serve as the college DDIR and provide service to all employees in the areas of insurance, retirement, supplemental retirement, optional retirement plans, Workers Compensation, FMLA, ADA, medical leaves consistent with applicable bargaining unit and employee plans.
+ Creates written offers of employment in accordance with collective bargaining agreements. Ensures receipt of all new hire forms including HR Campus profile, I-9 Employment Eligibility forms, transcripts, Retirement Notification forms, etc.
+ Coordinates new hire process with Supervisors, manages HR Campus entries for new hires, and works with supervisors through the orientation process.

4. Provides recruitment, hiring, salary placement for staff and Administrators so that hiring is done fairly, consistently, and in compliance with the applicable collective bargaining units, colleges policies, procedures, and the Affirmative Action Plan.
+ Notifies campus of open bids, reviews interest bids for eligibility, awards bids as appropriate, and notifies employees on layoff lists of vacancies they are eligible to claim. Develops and manages job postings, offer letters, recruiting and advertising strategies, within recruitment budgets. Manage reference checks for finalist candidates and consult with Search Committee Chairs to identify strengths and areas of improvement, tracks number of qualified applicants.
+ Assist in the management of search advisory committees including advising/training on hiring practices, ensuring the search committee guidebook and policies are up to date, and consulting with the Search Committee Chair and the Affirmative Action Officer to develop a recruiting strategy to enhance diverse applicants.
+ Provides guidance to the hiring supervisor about salary placement, while ensuring adherence with bargaining unit and state guidelines. Updates and reviews the college’s salary log to ensure fair and equitable salaries and submits appropriate justification for equitable salary placement.

5. Provides onboarding, orientation and performance management for staff and Administrators so that hiring is done fairly, consistently, and in compliance with the applicable collective bargaining units, colleges policies, procedures, and the Affirmative Action Plan.
+ Drive and support performance management throughout the college, through promotion of 100% evaluation completion rate in compliance with Minnesota statutes, HTC’s policies, procedures and industry best practices. Work with leadership to ensure meaningful probationary periods, goal setting and manage the online employee evaluation process for all employees. Manage the Enterprise Learning System for the college and ensure all employees complete mandatory trainings and professional development initiatives.

6. Provides classification for staff and Administrators so that hiring is done fairly, consistently, and in compliance with the applicable collective bargaining units, colleges policies, procedures, and the Affirmative Action Plan.
+ Conduct relevant job audits for proper classification placement for both new, vacant and filled positions, as appropriate, and according to the MinnState position classification process.

7. Perform other duties as assigned to ensure the smooth functioning of the Human Resources Department and to support the mission and strategic direction of the college.

Salary Range:
$25.29 ($52,806) - $36.71 ($76,650)
Minimum Qualifications
+ 3 (Three) years of professional human resources experience in at least one of the following functional areas: benefits, compensation, HRIS systems, employee relations, labor relations, and/or training and development. An associate’s degree may substitute for 6 months professional experience, a bachelor’s degree may substitute for 1-year professional experience.
+ Excellent writing skills; must be able to draft letters, write investigative reports, provide rationale for eligibility determinations
+ Experience entering and maintain data into and retrieving data from a Human Resource Information System for managing data requests and producing reports
+ Experience using an applicant tracking system
+ Knowledge of employment laws such as FMLA, FLSA, ADA, EEOC, ADA, etc.
+ Knowledge and/or experience in training and development of employees
+ Demonstrated experience and ability to interact respectfully with diverse populations
Preferred Qualification
+ SPHR or PHR certification
+ Experience and/or knowledge of Workday system processes
+ Bachelor’s degree in Human Resources
+ Prior HR employment experience in public government or higher education
+ Knowledge of and experience with State of Minnesota or Minnesota State policies, procedures, and compensation systems
