Job Summary and Qualifications
As the Director of Conflict of Interest & Program Assessment, you will contribute to HCA Healthcare's mission and vision by providing strategic leadership and oversight for the enterprise-wide Ethics & Compliance policy lifecycle, the Conflict of Interest (COI) program with a specialized focus on ambulatory services, and comprehensive compliance program assessment initiatives. This role also encompasses the strategic development and delivery of education and training related to these areas. Integral to upholding HCA Healthcare's ethical standards and ensuring robust regulatory adherence, the position requires management of staff, effective collaboration with stakeholders across all levels, and a strong understanding of healthcare compliance regulations, COI best practices, policy management, adult learning principles, data analysis, and program evaluation methodologies.
Job Responsibilities:
Enterprise Compliance Policy, Standards, Training, and Education Management:
+ Lead and oversee the policy oversight for Physician Services through a vendor system. This includes managing current policies that are enterprise polices in the system and reviewing any developing needs of the Physician Services organization specifically. This may include working with Responsible Executives (REs) and other subject matter experts. This may include researching applicable laws and regulations to determine need.
+ Manage the content and functionality of enterprise-wide E&C Intranet and Internet sites, ensuring policies and related tools are current, accessible, and user-friendly. Reviewing data usage to determine education needs.
+ Strategically develop, design, and oversee the rollout of comprehensive education and training resources specifically related to Conflict of Interest, enterprise policies and standards, and the outcomes/learnings from compliance program assessments.
+ Collaborate with department members and stakeholders to identify critical education and training needs, developing content and managing timelines for these projects.
+ Serve as a primary liaison with Learning Solutions and HealthStream, or similar platforms, for the development and deployment of relevant training modules and resources. Oversee the tracking of training completions and analyze the effectiveness of educational resources, using data points to inform future training strategies and content improvements.
+ Manage the content and functionality of enterprise-wide E&C Intranet and Internet sites, ensuring policies and related tools are current, accessible, and user-friendly. Reviewing data usage to determine education needs.

Conflict of Interest (COI) Program Leadership & Oversight:
+ Lead the design, development, implementation, and continuous improvement of HCA Healthcare's ambulatory-wide Conflict of Interest program, with particular attention to the unique considerations and complexities of ambulatory services.
+ Oversee the collection, review, analysis, and management of COI disclosures from leaders, clinicians, researchers and other relevant stakeholders, ensuring thoroughness and timely resolution.
+ Develop and implement robust processes for identifying, assessing, mitigating, and monitoring potential and actual conflicts of interest, including the use of tools like COI-Smart.
+ Collaborate closely with Legal, Human Resources, and other relevant departments to investigate potential COI and ensuring appropriate corrective actions/mitigation efforts.
Compliance Program Assessment & Effectiveness, Data Analysis, & Reporting & Communication:
+ Create, Design and execute comprehensive assessments of compliance program effectiveness across various business units and functional areas, including the development of audit packages, risk scorecards, and remediation plans.
+ Utilize data-driven methodologies to evaluate compliance controls, identify systemic weaknesses, and provide actionable recommendations for enhancing program efficacy and mitigating risks.
+ Leads, manages, and coordinates activities with various systems that may include policy management, audit initiatives, Conflict of Interest, Case/Event management, Onboarding, and other major initiatives.
+ Analytically identify trending compliance risks across the Company and develop plans to mitigate such risks. Superior skills in managing Microsoft Based products (excel, PowerPoint, word, Visio, etc.) to analyze large amounts of data to create presentations to present to senior leaders and division leadership related to trends and changes. Prepare and present detailed reports on program findings, trends, and remediation progress to senior leadership, leveraging insights to drive strategic compliance initiatives.
+ Develop and maintain key performance indicators (KPIs) and metrics for the COI program, compliance assessments, and policy adherence, creating dashboards and reports to monitor program health and identify areas for focus (maintaining monthly reports as well as ad hoc requests)
+ Draft and edit compelling compliance communications, including newsletter articles, alerts, and other resources (e.g., Federal Register updates, ECO Guidebooks/Checklists), to foster a company-wide culture of compliance and ethical conduct.
+ Build and maintain strong collaborative relationships with internal and external stakeholders, including executives, operational leaders, legal counsel, and external auditors, delivering clear, concise, and compelling communications.
Manages work produce of the department and be able to constantly manage change
+ A comfort for an environment of discovery and uncertainty. This program is highly dependent upon regulations and changes issued by the government or the corporate offices and these can be unpredictable.
+ Oversee multiple on‐going projects and preparation of presentations of findings and recommendations.
+ Leads, manages, and coordinates the activities of the department to ensure daily objectives are being met as priorities may change.
+ Be able to train and cross cover employees in the department.
+ Conduct investigations as needed, including highly sensitive and timebound matters
Job Requirements:
+ Bachelor's degree is required
+ 7+ years of experience in a leadership role is required
+ 1+ year(s) of experience in Physician Practice Management is preferred
+ Certified in Healthcare Compliance is preferred
