Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply. Responsibilities Administrative and Supervisory Responsible for the provision and coordination of clinical operations services of the outpatient pharmacy. Assess, plans, and evaluate the pharmacy programs assigned to ensure proper coordination between the delivery of pharmacy services and the overall delivery of health care. The incumbent accepts substantial and continual responsibility and accountability for planning, organizing, coordinating, and controlling this complex outpatient pharmacy program. Participates in long range program planning and model development for effective delivery of outpatient pharmacy services. Responsible for managing day to day functions within the outpatient pharmacy. Directs and inspects work of subordinates for accuracy, timeliness, and completeness. Monitors quality and performance metrics for Clinical Pharmacists; able to follow up and take appropriate action for metrics not being met. Develops, revises, and monitors effectiveness of policies and procedures for front line staff. Defines and establishes effective process monitors and quality controls for the proper surveillance of the accuracy and integrity of medication management systems under supervision. Pharmaceutical Care Able to function in the capacity of a GS-12 Clinical Pharmacist for emergency or back-up situations to maintain continuity of care. Accurately dispenses all medications and medical supplies in a timely basis. Identifies incorrect and inappropriate prescriptions and medication orders and contacts the physician for correction. Reviews and accurately interprets written orders of physician, dentist, and other heal professions utilizing professional knowledge of drugs. Has good working knowledge of information resources, both written and electronic. Customer Service and Communication Maintain personal interactions free of legitimate negative feedback. Communicate and follow-up on requests in a timely manner based on the needs of the clinic team/supervisor(s). Communicate both orally and in writing in a manner that supports the needs of the customer and supports harmonious relationships within the team. Act as a liaison between Pharmacy Service and other health care providers. Education and Training Responsible for keeping abreast of changes within Pharmacy Service and maintains a general knowledge of VA, DEA, and TJC regulations. Assists in new employee orientations sessions as scheduled. Assists in the development of proposals for improved and/or new clinical pharmacy services. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Pharmacy Supervisor Experience and Education: In addition to the basic requirements listed above, you must have 1 year of creditable experience equivalent to the next lower grade level (GS-12) and have completed of an ACPE-accredited Pharm.D. program. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs): Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Preferred Experience: VA experience and supervisory experience preferred. Outpatient Pharmacist experience is a must. Physical Requirements: The work involves long periods of moving, standing and pushing carts about the work unit. The work requires regular and recurring bending, stretching, and lifting.
