    Duties Description The GHG Regs section is primarily tasked with managing OCC’s current GHG regulations (Parts 494, 495, and 496). This involves independent and collaborative work to plan, implement, and track outreach and enforcement. The staff in this section are expected to develop expertise on these regulations and regulatory enforcement so they are able to provide clear and accurate information to the public, regulated businesses and other stakeholders, agency leadership, law enforcement, and legal counsel. The Section Lead for GHG Regs supervises staff; independently reviews regulations, monitors for compliance, and makes determinations on program needs; prepares and distributes information on regulations, including direct outreach with regulated entities; leads the development and completion of assigned projects; participates in interagency and external teams; and supports the agency and counsel in responses to litigation and enforcement actions. In the near-term, the section lead will play a pivotal role in the implementation of Part 494-1, HFC phase down, and Part 494-2, Refrigerant Management Program. The primary work duties may include the following: managing teams and junior staff in developing reporting programs and guidance, undertaking outreach to enroll thousands of businesses into the program, and assessing compliance. The section lead will also support the Bureau Chief in ongoing implementation of the full Part 494 regulation and in developing and monitoring reporting under Part 495. The section lead is expected to develop an accurate and deep understanding of fluorinated GHG emission sources, particularly in the refrigeration, air-conditioning, and heat pumps sectors, and become a technical expert on these subject matters.

     

    Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum Qualifications for Climate Policy Analyst 2, SG-23 Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below. Promotional One year of permanent competitive service as a Climate Policy Analyst 1Open Competitive & NYHELPS QualsA Bachelor’s degree in atmospheric science, biology, chemistry, climate & society, coastal resources management, communications, ecology, economics, ecosystem management, engineering, environmental health, environmental science, environmental studies, forestry, geography, geology, hydrology, marine science, meteorology, natural resources, natural science, physical science, physics, planning, public administration, public policy, public policy and management, science, technology and society; science & technology; sustainability, transportation planning, wildlife science, or zoology and four years of full-time professional experience in the establishment of environmental programs, preparing or reviewing climate relevant policies, plans, projects, regulations or environmental analysis of climate change issues.A quailfying Masters’ or higher level degree can be substituted for one year of qualifying experience.
