    Duties Description The Director of the Bureau of Narcotic Enforcement will manage and direct the administration of programs dedicated to curtailing the abuse, diversion, and non-medical use of prescription-controlled substances. Duties will include, but not be limited to:Overall management and operation of the Bureau of Narcotic Enforcement including furthering the Bureau’s mission and programs to ensure patients have access to controlled substances, while deterring illegal use; Oversight of the New York State Prescription Monitoring Program, Electronic Prescribing of Controlled Substances, Mandatory Opioid Prescriber Education, Controlled Substance Scheduling, and the Drug Take Back Program for the safe collection and disposal of unused covered drugs;Oversight of the Official Prescription Program to ensure the issuance and safeguarding of Official New York State Prescription forms to authorized practitioners and facilities, as well as the issuance of controlled substance licenses to manufacturers, distributors, hospitals, nursing homes, and researchers;Development of the Bureau’s policies and procedures and oversight/provision of guidance related to the handling of civil and criminal investigations to ensure investigations are performed safely and in accordance with policies and procedures; Legislative and regulatory activities related to Article 33 of the Public Health Law; andSupervision of grant initiatives and State, grant, and contract staff assigned to the Bureau of Narcotic Enforcement statewide.

     

    Minimum Qualifications A bachelor's degree and eight years of legislative/regulatory processes including interpretation, development and implementation of regulations and laws related to medical and/or pharmacy practice. Substitutions: Two years of professional practice in the fields of pharmacy or health related law may substitute for two years of formal experience in interpretation, development and implementation of regulations and laws related to medical and/or pharmacy practice. Four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Preferred Qualifications: The preferred candidate will be either a licensed pharmacist in good standing in the State of New York or be admitted practicing law in New York State with previous prosecution experience. The preferred candidate will have a strong background in legislative/regulatory processes including interpretation, development and implementation of regulations and laws, especially as they relate to medical and pharmacy practice; strong analytical skills and both legislative and technical knowledge relating to pharmacy practice, pharmaceutical and medical studies, controlled substances, and data; excellent communication and presentation skills, including development and drafting of internal and external documents, correspondence and appropriate interpretation and presentation of data; excellent interpersonal skills, strong project management skills, be highly organized, and demonstrate the ability to interface with many different levels of internal staff, Department executive staff, other agencies, and external interested parties; the ability to develop program requirements and assist in the implementation of IT programs that support Bureau initiatives; have experience in supervising various levels of employees.
