The Charter & Specialty Services Assistant Manager is responsible for assisting in the managing all aspects of Rolling V’s Non-School Transportation and Charter Operations based at the South Fallsburg Terminal. This position oversees transportation contracts including ARC, Sullivan County Pre-K, Move Sullivan Transit, Paratransit services, and the Charter Division (School Bus, Motor Coach, and specialty vehicles). The role involves dispatching, driver and vehicle scheduling, vehicle preparation, payroll, billing, administrative reporting, passenger management, and customer service for both contract-based and charter transportation services. This position requires cooperation with Terminal Managers, Shop Managers, and contract personnel while participating in company-wide training programs and manager meetings. The Charter & Specialty Services Assistant Manager will work with the Manager to hire and discipline as needed and is expected to drive and/or monitor routes during staffing shortages.
Key Responsibilities:Dispatching & Scheduling:
+ Manage scheduling of drivers, attendants, and vehicles for all assigned routes and charter trips.
+ Schedule and coordinate County Pre-K, Paratransit, Move Sullivan, and Charter moves as needed.
+ Maintain accurate dispatch logs, route packets, and crew sheets.
+ Coordinate with maintenance staff for DOT inspections and preventive maintenance.
+ Ensure compliance with driver Hours of Service (HOS) limits on all transit and charter routes.
+ Use emergency communication systems for route delays, early dismissals, or closures.
+ Oversee all aspects of the Charter Division including bookings, reservations, dispatching, trip reconciliation, and billing.
+ Provide customer service for charter clients, including quoting and scheduling.
+ Maintain cooperation with other terminals and shop managers for vehicle and staff availability.
+ Develop cross-training opportunities between charter and other operational staff.
Administrative & Office Management:
+ Ensure timely and accurate submission of driver payroll, attendance, and trip tallies.
+ Manage attendance sheets, billing records, and document archiving according to contract and regulatory retention requirements.
+ Coach and support drivers on operational policies and onboard technologies.
+ Handle customer concerns and passenger discipline issues in cooperation with drivers and attendants.
+ Maintain a professional, organized, and clean office environment.
Staff Supervision & Training:
+ Assist in hiring and training drivers and staff.
+ Resolve employee concerns, behavior issues, and assist with route-related incidents.
+ Lead or participate in driver meetings, intervention meetings, and training sessions.
+ Provide LYTX coaching and technology training to drivers.
+ Support new hire onboarding and ongoing employee development.
Operational Compliance & Safety:
+ Ensure that all operational activities comply with company, NYS Office for People with Developmental Disabilities, and DOT regulations.
+ Oversee safe handling and proper maintenance of equipment including car seats, wheelchair straps, and onboard technology.
+ Monitor weather and road conditions, adjusting schedules and communicating updates as needed.
Skills & Qualifications:
+ Excellent organizational, administrative, and customer service skills.
+ Proficiency in Microsoft Office (Outlook, Word, Excel).
+ Able to learn and become proficient in new software technologies quickly.
+ Strong verbal and written communication.
+ Ability to analyze data, manage processes, and solve problems efficiently.
+ Positive leadership, team-building, and conflict resolution skills.
+ Experience in transportation or logistics operations preferred.
+ Valid CDL Class B with P & S endorsements (or ability to obtain within one year of hire).
+ Knowledge of DOT, OPWDD, and NYS transportation compliance preferred.
Work Schedule:
Salaried position considered 10 hours daily, 5 days a week, 12 months a year.Primarily 6:00 AM – 4:00 PM weekdays, with additional hours as needed for operational issues, charter demands, emergencies, or weather events.Availability to drive routes, monitor vehicles, or assist with dispatch in short-staffed situations is required.
Compensation & Benefits:
Starting annual salary: $60,406
