    *Work Unit Overview: * The Forestry and Trust Lands Division, under the authority of Montana state laws and administrative rules pertinent to the Department's fiduciary respon­sibili­ties, is charged with the administration of 5.2 million acres of School Trust lands for the benefit of the School Trust and Endowments. The Division is divided into the Agriculture & Grazing Management Bureau, Minerals Management Bureau, Real Estate Management Bureau, and Forest Management Bureau. The Agriculture & Grazing Management Bureau, in coordina­tion with field staff, administers all surface activities associated with School Trust Lands on 4.2 million acres of grazing land and 598,900 acres of agricultural land. The Agriculture & Grazing Management Bureau also adminis­ters and promotes resource develop­ment projects on School Trust Lands, including irrigation and livestock water developments, and agricultural and range land improvement projects. Within the Agriculture & Grazing Management Bureau, the Surface Leasing Section is responsible for maintaining accurate and up-to-date computer and hard copy files of all surface leases on State School Trust Lands. The Section is also responsible for lease competitive bidding and issuance, transfers, billing, and payment for approximately 10,000 leases which generates 14 million dollars annually. *Job Overview: * This position is responsible for ensuring accuracy and legality of all documents that are received and that will result in a change to the records of State lease files and electronic files of those leases; submitting these documents for approval and recording all changes manually and electronically. In addition, this position performs detailed accounting to determine the accuracy of payments along with annual invoicing. This position handles phone inquiries and walk-in visits from lessees and the public regarding surface leasing information. *Essential Functions (Major Duties or Responsibilities): */ //These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent. / Invoices and receipts rentals on trust lands: On an annual basis, mails, receipts, and enters information from reports using the following procedures: * o Generates invoices and mails correspondence to lessees. o Prepare correspondence and evaluation reports including decisions and recommendations. o Reviews, audits, and enters reported information into Trust Land Management System (TLMS) o Corrects any inconsistencies with reported information by working with field office staff, supervisor, and/or lessee. o Requests additional documentation from lessees to ensure compliance of reports. o Reviews information and data supporting regulatory and internal compliance audits to check for accuracy, establish facts and recommends actions. o Runs late report and mails reminder cards 2 weeks prior to deadline for missing payment or reports. o Runs reports to check for invalid, inaccurate, missing, or non-compliant information. o Contacts lessees by letter or phone when reports are not returned to department, issues warning of violation of lease or penalties. o Files reports in physical lease files. o Assist lessees with questions regarding reports and report­ing procedures. Responds either by phone or letter, based on knowledge of the applicable laws, rules & policies. Maintenance of Lessee Records: * o Records official lease record changes received from the lessee in the TLMS database system. Ensures all required documentation is submitted and payment if applicable. o Enters and files all daily changes submitted by field office staff. o Creates and mails standardized forms to lessee to be returned for official record changes. Processes and Procedures: * o Updates processes and procedures as required on a regular basis to support changing needs for the management of data and billing information being entered in the TLMS and the required support information. o Performs other duties associated with maintenance of surface leases which includes providing information to lessees and the public and correspondence with elevators, State Grain Lab, attorneys, realtors, banks, and the general public. *Supervision:* *It is not expected that this position will supervise staff. ** All applicants must submit the following (only electronic materials will be accepted): * Resume * Cover Letter HELPFUL HINT: You must check the “relevant document” box to ensure your attachments are uploading correctly to the specific application. This includes the ability to plan, determine priorities, and organize lease management activities and ensure that all deadlines are met. * Requires an understanding of school trust land management and surface leasing statutes, rules, policies and procedures. * Requires a knowledge and understanding of accounting principles and practices as they relate to cost and measurement of cropland commodities. * Requires the ability to communicate effectively, both verbally and in writing, and establish and maintain effective working relationships with employees, other agencies, lessees, and the public. * Requires an understanding of legal land descriptions. * Requires an understanding of basic farm and ranch operations, especially as it relates to farming procedures and crop production. * Requires competence in detailed work. * Requires the skills to operate a computer, calculator. *S**pecial Information:* Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. *Eligibility to Work:*In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
