RESPONSIBILITIES
The Director, Emerging Security Solutions is a senior leadership role within MTA Bridges and Tunnels (B&T), responsible for driving the agency’s intelligence strategy, managing advanced security technologies, and leading the integration of forward-thinking solutions to enhance operational readiness and threat response capabilities.
Reporting to the Assistant Vice President of Security Operations, the Director oversees a specialized division that gathers and analyzes intelligence, supports enforcement initiatives, and pilots innovative technologies—ensuring strategic alignment with B&T’s mission to safeguard critical infrastructure.
This position plays a central role in expanding B&T’s situational awareness through collaboration with law enforcement agencies, interagency partners, and internal stakeholders. The Director also serves as the program lead for B&T’s drone operations and contributes to the agency’s technological modernization efforts by identifying, evaluating, and deploying cutting-edge security solutions that deter toll evasion, improve emergency response, and strengthen infrastructure inspections.
Key Responsibilities:
Lead the Intelligence and Emerging Security Solutions Division, overseeing daily operations focused on intelligence collection, innovation, and future-planning initiatives.
Supervise a team of analysts and managers responsible for intelligence analysis, drone operations, and security technology portfolios.
Act as a subject matter expert and agency representative on intelligence- and technology-related working groups and external committees.
Provide strategic support to the Assistant Vice President of Security Operations, including briefings, executive input, and acting in their absence when required.
Prepare and deliver executive-level reports, strategic recommendations, and updates on technology trends impacting B&T’s security environment.
Develop and maintain partnerships with external intelligence and security entities to facilitate timely information sharing and enhance operational awareness.
Oversee the production and dissemination of intelligence reports, threat assessments, and analytical products that inform security planning and law enforcement strategies.
Manage the B&T drone program, including flight operations, policy development, FAA coordination, and training.
Support enforcement strategies by leveraging drone technology and license plate reader data to detect, document, and deter persistent toll violators.
Collaborate with internal and external partners—including toll operations, law enforcement, and regional agencies—to design and implement data-driven approaches to combat toll evasion.
Identify and assess new and emerging security technologies; develop operational concepts and pilot programs to evaluate their effectiveness.
Lead the deployment of innovative, scalable technology solutions that enhance real-time decision-making and situational awareness.
Work with MTA IT, Operations, and Engineering teams to ensure integration and alignment of emerging security technologies with B&T infrastructure and systems.
Coordinate with the Security Program Management and Support division to integrate vetted technologies into the broader electronic security framework.
QUALIFICATIONS
Bachelor’s in Criminal Justice, Criminal Investigations, Criminology,Homeland Security, Intelligence, Engineering Forensic Sciences, Public Administration, Cybersecurity, Homeland Security, Security Management, Emergency Management, Project Management, Systems, Technology or a related field.
Must have a minimum of ten (10) years of progressive experience in intelligence, public safety, law enforcement, or security technology .
Must have at least five (5) years in a management or supervisory role in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered.
Experience with the National Incident Management System (NIMS)
Experience working with Federal Aviation Administration (FAA).
FAA Part 107 license or must be obtain on the job within 356 days of hire .
Expert in security technology, this includes having in-depth technical knowledge in order to design, implement and maintain a system as well as administer it. Includes: access control, video, i ntrusion detection, artificial intelligence, and the latest security technology.
Experienced in managing a multi-million dollar budget, which includes knowledge of standard business/budgetary practices, forecasting, business plan development .
Must be able to read and interpret complex diagrams and blueprints. Includes being able to conceptualize and develop a security project and illustrate it in the appropriate software format.
E xperience with: access control and intrusion detection systems (design, operations, & administration), video systems (operation & maintenance) .
In-depth knowledge and understanding of statutory law; union contracts; Civil Service law; and other regulations pertinent to individual rights.
Knowledge of law enforcement procedures and statutes; security procedures; and investigative and interviewing techniques.
Strongly demonstrated leadership skills, as well as analytical and problem solving skills.
Must possess the ability to manage and to take charge in an emergency situation, including be well versed in crisis management skills.
Highly organized and detail oriented to keep pace in frequently changing conditions.
Ability to work in a highly confidential environment.
Superior written and oral communication as well as interpersonal skills, necessary to communicate with all levels of the organization (internal/external contacts), particularly in regard to highly security sensitive information.
Ability to research, evaluate and develop information.
Ability to interact with other individuals, maintaining a friendly and cooperative relationship.
Ability to testify at criminal, civil or disciplinary hearings, imparting factual and cogent testimony.
Ability to represent the Agency and Department and present ideas effectively.
Ability to respond to any authority location on a 24/7 basis when required.
Ability to manage a 24/7 high-paced, extremely sensitive security center while maintaining a calm and professional demeanor.
Ability to pass a rigorous background investigation.
Ability to work in a highly confidential environment.
Valid Driver's License in the State of New York .
P REFFERED
Master’s degree or professional certifications, such as a Federal Aviation Administration Remote Pilot Certificate, Project Management Professional, or a security technology credential, is a plus.
Experience in security innovation, intelligence management, or public safety drone operations
Certified Protection Professional (CPP) certification or equivalent
Certified Information Systems Security Professional (CISSP) certification or equivalent .
